By Dylan Loh POSTED: 27 Feb 2014 17:15 SINGAPORE: Eight town councils will increase their service and conservancy charges (S&CC) for flats, shops/offices and market/cooked food stalls, with effect from 1 April. They are Ang Mo Kio, Jurong, Marine Parade, Moulmein-Kallang, Nee Soon, Pasir Ris-Punggol, Potong Pasir and Sembawang town councils. Sembawang Town Council, which announced the increase in a statement, cited rising costs and inflation as reasons for the revision. It said: "In order to keep S&CC charges as affordable as possible for residents, the town councils have been making a conscious effort to control costs to avoid increasing the S&CC rates, despite rising inflation every year. "The town councils have succeeded in resisting S&CC increases for the last 10 years, even when the inflation rate hit a high of 6.6 per cent in 2008. "However, with current cost increases, it is becoming increasingly difficult to continue operations at current S&CC rates, with several town councils running into operating deficits." The statement cited electricity as one of the biggest contributors to cost increases for the town councils. Maintenance costs have also gone up, due to most towns having successfully undergone the Lift Upgrading Programme. The S&CC increase will be phased over two years. The first-tier increase on 1 April this year ranges from S$0.50 per month for those living in HDB's one-room flats to S$8.50 per month for executive flat home owners. Commercial property owners and tenants will see an increase ranging from S$0.10 to S$0.21 per psm/month while the increase for most cooked food stalls is between S$9.90 and S$15.83 per month. The second-tier adjustment will be effected on 1 April 2015. The S&CC increase will range from S$0.50 for HDB's one-room to S$6.50 per month for executive flat home owners, depending on the type of flat. Commercial property owners and tenants will see an increase ranging from S$0.07 to S$0.11 per psm/month while the increase for most cooked food stalls is between S$9.50 and S$12.00 per month. According to the statement, the last S&CC revision by the majority of these town councils was 10 years ago, in 2004. The last time there was an S&CC revision was in September 2012, when seven town councils -- Bishan-Toa Payoh, Chua Chu Kang, East Coast, Holland-Bukit Panjang, Tanjong Pagar, Tampines and West Coast -- raised their charges. - CNA/xq (source: http://www.channelnewsasia.com/news/singapore/8-town-councils-to/1014402.html )

Jurong-Clementi Town Council gets warning from SCDF after firefighters unable to use hose reels during blaze SINGAPORE: The Singapore Civil Defence Force (SCDF) has issued a warning to Jurong-Clementi Town Council after firefighters on call to a blaze at an HDB flat in Bukit Batok last week were unable to use the fire hose reels at the location. Several of the hose reel cabinets had been padlocked, SCDF said in a statement to CNA on Saturday (Nov 9). Even after firefighters broke one of the padlocks, they were still unable to use the fire hose reel because there was no water supply, SCDF added. The fire was eventually extinguished with water from SCDF's emergency vehicles. "Town Councils are responsible for the maintenance and proper functioning of their estates’ fire safety measures," SCDF said. FIRE HAZARD WARNING Later on in the day, SCDF notified Jurong-Clementi Town Council of the issue with the fire hose reels and performed an inspection with town council representatives, it said in its statement. The Town Council was subsequently issued with Fire Hazard Abatement Notices, which serve as warnings to rectify the non-compliance. In this instance, it would mean ensuring that the hose reels are functioning and are not locked, SCDF said in its statement. Should non-compliances of the same nature be detected during a reinspection by SCDF, the Town Council could be liable for a composition fine or even prosecution, it added. "SCDF has since verified through onsite inspections that the fire hose reels at the block are now accessible and in working order." CNA has contacted Jurong-Clementi Town Council for comment.

Below is an accident video captured from my rear view camera. A car was exiting carpark service road onto main road and collided with an oncoming bicycle carrying an adult and a child. I believe the accident occurred because both the driver's view to whatever is coming from the left and also the cyclist's view of car exiting are blocked by a cluster of plants. So I wrote an email to the town council to suggest removal of the plant cluster hazard. The above photos and the accident video were attached. The next day, the plant cluster was gone. I just want to share this case with MCF. If you observe hazards on your daily drive, do feedback to the relevant authority to take action. Our HDB estates have similar pattern so this type of hazards could be common. If you are aware please do feedback. I am sorry that the accident happened but I think it had an impact to push people to take action. I myself am guilty of that. I should have taken action earlier. I am ok if you want to use my video and photos as ref to feedback for your own cases to take action.

this afternoon was going out with my mom to supermarket. once the lift door opened, there was a very strong petroleum smell in the air. as i walked to the car park to my car, i passed by the motor cycle parking lots and was shocked to see a motor bike was leaking petrol from its fuel tank ! the ground below the bike was already wet with a pool of pinkish petrol and still flowing .... question :
