  1. My friend owns a hawker stall which he intends to rent out. It's been locked since 23rd Dec 07 til 29th Feb. SingPower sent him his utility bill for Jan 08 - S$155.66 and for Feb 08 - S$174.00. He was shocked and emailed them regarding the matter and told them that the stall was only used 3-5 days at most. Their reply shocked him further. They actually charged him for two months on an estimated amount. I don't know if this is actually normal, is anyone else also charged on an estimated amount? I would really like to know. Their email reply: Dear Mr Ng XXXXXXX I refer to your email of 13 Mar 08. 2 Your utility charges are calculated based on the readings registered by the meters installed at your premises. Your meters are read once in every two months. As your meters were not scheduled for reading in Feb 08, we use an estimated reading. We will adjust any over-estimation of charges for your Feb 08 bill when your meters are next read in Mar 08. 3 As a goodwill gesture, I have arranged for the waiver of the pink notice fee imposed on 6 Mar 08. The waiver will be reflected in your subsequent bill. 4 You may defer your payment of your Feb 08 bill to your Mar 08 bill due date. 5 If you require further clarification, please call our officers at 1800-2222 333.
