WASHINGTON: Nearly one in five American women has been victims of rape or attempted rape at some point in their lives, the Centres for Disease Control (CDC) said Wednesday in a disturbing report on sexual violence in the United States. Releasing the results of a first-ever survey of nearly 10,000 women contacted randomly by telephone in 2010, the federal agency said 18.3 percent of women "have been raped at some time in their lives." That includes "completed forced penetration, attempted forced penetration, or alcohol/drug facilitated completed penetration," it added in an executive summary of the 113-page report posted on its website (www.cdc.gov). Just over half of female rape victims (51.1 percent) said they had been targeted by an "intimate partner" -- a current or former partner or spouse -- and 40.8 percent by an acquaintance. It also found that 1.3 million women had been raped during the year preceding the survey -- a substantially higher number than the 188,380 rapes and sexual assaults cited in a Department of Justice crime survey for 2010. And it revealed that 24.3 percent of women -- and nearly one in seven men -- have suffered "severe physical violence" at the hands of an intimate partner, such as being hit, slammed against a surface, or beaten. "This landmark report paints a clear picture of the devastating impact these violent acts have on the lives of millions of Americans," Health Secretary Kathleen Sebelius said. In a statement, she said the findings of the ongoing National Intimate Partner and Sexual Violence Survey would help the administration of President Barack Obama shape policy to combat domestic violence and sexual abuse. Scott Berkowitz, president of the Rape, Abuse and Incest National Network, or RAINN, the nation's biggest anti-sexual violence group, said the data on the lifetime risk of rape was "pretty close" to levels seen in previous studies. But he added "it's hard to know what to make" of the yawning difference in the number of rapes in the CDC report and the Department of Justice survey, which is based on a substantially bigger number of respondents. "We really need to look into this more," he told AFP. "But overall, it shows what crime statistics have shown for years -- that this is an enormously violent crime that affects nearly every family in America." The report also touched upon male rape, finding that one in 71 men -- nearly five percent of all American men -- had been raped in their lifetime, based on responses from more than 7,400 men who participated in the survey. More than a quarter of them, or 27.8 percent, said they had been raped before they were 10 years old. The report called sexual and intimate-partner violence a major public health concern, with survivors liable to face everything from actual physical injury to mental illness and gynaecological or pregnancy complications. "These consequences can lead to hospitalisation, disability or death," it said.

What not to eat or drink? Can bathe? Doc gave a cream called Dravyr Cream Shingles is at ear area, the outer folds of the ear. Doc say if the infection goes to the eyes, can get blind..... geez... Should see TCM? or just use the Dravyr Cream? Doc never give MC.... how come no MC? i been wondering, and i forgot to ask for MC. Isn't Shingles infectious?
  4. Hi all. Anyone knows how I can prosecute someone for the above? Maybe some will serve it serves me right but I am just interested in how can I catch the bugger. My front camera caught him bending down and then up again in a swift manner. This was after I check my camera when my tyre got a nail. And why I suspected this bugger was because he was trying to cut queue and take my slot while I had been waiting in a crowded carpark. And I had to get down, be stern with him before he finally drove away. After I parked, I left for a while. Half an hour later when I returned and drove off, I noticed my tyre got a nail in it. Cannot be sp zhun one I was thinking. So I checked back my camera and there it shows the same guy in front of my ride moments ago. Unfortunately I cannot see exactly what he did in the video.

"The incident occurred as our officers were requesting for her particulars in order to take enforcement action against her for smoking in a smoking prohibited place," NEA said. "Subsequently, the enforcement officers requested police assistance." The agency did not provide more details as the police are investigating the case. The 33-year-old woman, who has not been named, told Shin Min Daily News that an NEA enforcement officer hugged her from behind when he was trying to stop her from leaving. She told the Chinese daily that she lit up her cigarette as she was approaching a smoking area at Suntec City Tower 2 during her lunch break. She was then stopped by a man who said he was an NEA officer. "The man claimed that he is an NEA officer and asked me to show my identity card, but I did not bring it downstairs so I quickly stubbed out my cigarette and tried to leave," she told Shin Min. As she was heading back to her office, she said that she was stopped by a second man, who blocked her way. She told Shin Min that the man asked her for her identity card, but did not show his own identification. She ignored him, called her husband and continued to walk back to her office building. As she was using her staff pass to enter a gantry at the office building, she said she felt someone hug her from behind. When she managed to break free, she realised that it was the second man who had tried to stop her earlier. The man then grabbed her left arm, only letting go when she shouted: "What do you want? Why are you doing this?" She said that the officer had touched her chest and she felt humiliated. She then called the police, Shin Min reported. After the incident, she tried to board a taxi to leave the area but was stopped by the man, who opened the door and told the driver not to drive off. The woman then alighted. It is unclear what happened next. Later, the woman's husband arrived at the scene and they went to a police station to make a report. The police confirmed that a report was made and said that they are investigating. NEA said that their officers are trained to handle "challenging field situations", and the agency has "strict protocols" to guide them. "This includes engagement and disengagement of offenders, as well as handling of situations where offenders try to escape," NEA said. Offenders caught smoking in a prohibited area can be fined from $200 to $1,000, according to the agency's website.

The incident in the Malacca Strait, a route for about a quarter of the world's seaborne oil trade, has fuelled fears piracy could be on the rise in the area and drive up ship insurance premiums. "We are very concerned," said Noel Choong, head of the International Maritime Bureau's Malaysia-based Piracy Reporting Centre, who added the ship was hijacked while sailing near the Malaysia town of Port Klang. "It's the first time this has happened so far north in the Malacca Strait, and the first time they have kidnapped the crew. It's not an area where we have seen the modus operandi of ships hijacked for their cargo," he told Reuters. Eight Indonesian pirates in a fishing vessel boarded the Naniwa Maru No.1 at 1 a.m. local time on Tuesday off the coast of west Malaysia, the Malaysian Maritime Enforcement Agency said. The pirates pumped out about 3 million litres of the 4.5 million litres of diesel carried by the tanker into two waiting vessels and made off with three Indonesian crew members, including the captain and chief engineer, the agency said. "There is a possibility that the abducted crew was involved in the hijack based on new leads and that their personal documents, clothes and belongings were taken along with then," the agency said in a statement. The Saint Kitts and Nevis reigstered oil tanker, which was bound for Myanmar from Singapore, had been towed to Malaysia's Port Klang for further investigations. Malaysian authorities are now working closely with their Indonesian counterparts to track down the two vessels and locate the missing crew. GOING NORTH Regional security officials have previously told Reuters that armed gangs prowling the Malacca Strait may be part of a syndicate that can either have links to the crew on board the hijacking target or inside knowledge about the ship and cargo. Such intelligence-led hijacks have involved seizing tankers so that gasoil cargoes can be transferred and sold on the black market, the officials, who declined to be identified because they are not authorised to speak to the media, have said. The stolen cargo is worth about $2.5 million, based on the average price of diesel this year in Singapore, data from British shipping services firm Clarkson shows. The tanker is managed by Singapore company Pantec Chartering which was unable to comment when contacted by Reuters. The 4,999-deadweight tonne vessel had a 18 member crew of Indonesian, Thai, Myanmar and Indian nationals. Insurance sources said the incident was unlikely to spark an immediate increase in premiums, but insurers would be concerned if there were several more hijackings. Previous tanker hijackings and cargo thefts have taken place closer to Singapore, with five such incidents between 2011 and 2013, according to the government-to-government body Regional Co-operation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP).
