I am looking to get a car from kah motor. It's 8 bid non guaranteed rebate 39k. What is the Chances of failing Coe and asked for TOP up? Is Kah motor good in securing Coe? Rebate level is so low

If i were to buy a car from an AD but it is a non guaranteed coe, is the success rate of getting the COE different for different ADs? I heard that it is different, but dont know how true. Also, if the rebate is at say 65k, does it mean the AD will bid only up to 65k?
