The fact that the premium car brands are getting the lion's share of the COEs available, to the detriment of the mass-market car brands, indicates that the financially well-off in Singapore are the winners. By extension, most Singapore motorists who own or aspire to own a car are average income-earners and, at most, can afford only a lower-end brand. It is highly likely that those who own the premium car brands may already have one or more cars, an advantage that an average Singaporean does not have. The slowdown in the number of cars scrapped further suggests the possibility that the average motorist needs the car for a number of valid reasons, even though he must pay a progressively higher road tax for the privilege. Seen in this light, the COE may turn into an issue that will add to unnecessary unease among heartlanders. One can even imagine blogs and other social media spinning the cynical view - that the building of more expressways and Electronic Road Pricing (ERP) gantries will serve to ease congestion for the Porsches, Ferraris and Lamborghinis to zip along quicker. In a way, the spike in the number of COEs available between 2004 and 2008 was an acknowledgement of the pent-up desire among average income-earners to own a car. Their inability to do so may be a source of potential discontent. It is clear that the authorities must lower the annual allowable vehicle population growth rate, wielding the COE as the tool of control. The solution is perhaps to create clear quotas for each category, to enable bidders to see that there is some equity in the system. In the current pool system, the taxi companies (as they have a profit-oriented objective and deeper pockets) and the financially well-off will continue to dominate in the bidding for COEs. First, we should re-categorise COEs into commercial and non-commercial vehicles. Next, there should be a quota for each category and sub-category by engine capacity. Should there be unallocated COEs after the bidding, the authorities can then channel them into the other categories. The system will then be seen to be fairer as the average income-earner can have a fighting chance to achieve his aspirations. Johnnie Chia

Some 300,000 servicemen will eventually be wearing the new SAF combat uniform with high-tech pixelised patterns on it. The patterns replace the large green patches on the old outfit. The new material maintains the camouflage effect even when viewed through night vision devices. It is also designed to be used in war zones that extend beyond the jungle. Colonel Tan Chor Kiat, Chief of Staff, HQ 9 Division, Infantry, Singapore Armed Forces, said: "When you talk about urban terrain, you are really looking at a very unique characteristic where the opposing forces can co-exist within the same urban terrain in a very volatile system. "Consequently, the soldiers are going to get shot at a lot more often, and at a much shorter distance." According to the SAF, the new uniform increases detection time by 30 to 50 percent in the urban environment, making it harder for enemies to find their targets. It is also made from better quality fabric, which helps dissipate sweat and heat away from the body quicker, and comes with ergonomic features such as extra padding and pockets. It will be introduced to all servicemen over a three-year period starting from 2009. February 2003 E55 v RS6 v M5 It's fascinating to watch the speedometer needle of the E55 AMG. Not because it's spookily spindle-less but because it sweeps around the dial at such an incredible rate. Even into three figures the pace of the magically suspended orange needle is astonishing. If we had filmed it and you could watch it, you'd reckon the footage had been speeded up like a car chase in a bad film, but hammering along Millbrook's mile straight with an insistent, immense accelerative force at our backs, it looks very real to Jethro and me. The needle is still going strong as it swings for the last marking on the dial, 160mph, when the acceleration abruptly but smoothly tails off - we've hit the 155mph speed limiter, and there's still a chunk of the straight to go. Jethro utters a raw expletive. How fast would the E55 go if there was no limiter and the straight was two miles long? One eighty? Easily. 200? Possibly. A derestricted SL55 with essentially the same 5.4-litre supercharged V8 made monkeys of a bunch of supercars at a Nardo test organised by Auto Motor und Sport magazine, topping out at 202mph and proving the most accelerative up to 170. A couple of months ago we attached our own VBOX timing gear to an SL55: 0-60 in 4.6sec and 0-150 in 24.0. Quick, huh? Yeah, but the more sober-looking E55 gets to 150mph in just 22.8sec...
