ST 5/5/2007 I REFER to Mr Lau Kim Lon's letter, 'Should LCD monitors be on dashboards?' (ST, April 21), where he shared his concern about drivers being distracted by monitors installed on dashboards. The Land Transport Authority (LTA) allows the installation of Liquid Crystal Display (LCD) screens of in-vehicle information and communication systems in a vehicle so long as it does not affect safety. The screen should display only information for the purpose of navigation and the text should be large enough for the driver to read at a glance. Such systems should also have a voice-guidance feature that minimises the driver's interaction with the visual display unit. Nevertheless, drivers are advised to use the system only when it is safe to do so. LTA also allows the installation of LCD screens of in-vehicle entertainment systems, such as VCD/DVD systems, in a vehicle but the screen must be positioned such that the driver is not able to view it, for example, at the back seat. If the screen is fitted within the driver's view, it should have a safety feature that would turn off the screen automatically when the vehicle is moving. The in-vehicle systems should not interfere with existing vehicle controls or instrumentation, and the electrical system should be adequately protected against fire hazards. Installation of additional in-vehicle systems must be carried out by qualified personnel according to the system manufacturer's recommendations.
