Spokesman Shunsuke Shirase said on Monday that the coast guard is investigating how the video was leaked, and is considering criminal charges against the culprits. The video, which appeared on YouTube on Friday, shows a Chinese fishing ship bumping a Japanese vessel as sirens wail in the background. The Sept 7 collision sparked a high-level spat between the countries, because it occurred near a group of islands claimed by both in the East China Sea.
