SINGAPORE: A man was fined S$6 million (US$4.4 million) last Friday (Jan 19) for evading duty and Goods and Services Tax (GST) on 1,828 motor cars imported into Singapore. As he failed to pay the fine, Low Han Siang, the sole proprietor of car importer M’ Exclusive, will serve a jail term of 60 months in default. He was also sentenced to an additional nine months' jail for underpaying the Additional Registration Fee (ARF) during the registration of the vehicles. The ARF is a tax imposed when a vehicle is registered, calculated based on a percentage of the Open Market Value of the vehicle. Low, 46, had pleaded guilty to two charges under the Customs Act for evading over S$1.8 million in taxes and duties incurred from importing 1,141 motor vehicles, including brands like Mercedes, Porsche and Tesla, into Singapore between 2017 and 2021. The Singaporean also pleaded guilty to two amalgamated charges of giving incorrect information under the Road Traffic Act. Another two charges of fradulent evasion of GST, six charges of fradulent evasion of duty and GST, five charges of causing an incorrect declaration to be made and four amalgamated charges for giving incorrect information were taken into considering during sentencing. HOW LOW WAS CAUGHT An investigation into M’Exclusive was launched after the car importer was suspected of under-declaring the values of motor vehicles for assessment of duty and GST payable, Singapore Customs said in a press release on Monday. Investigations found that from April 2017 to June 2021, Low created false invoices or asked his suppliers to issue multiple invoices with partial values to conceal the actual values of the imported cars. These invoices were then submitted to Singapore Customs for assessment of duty and GST payable. The suppression of the values of the 1,828 motor cars imported into Singapore between April 2017 and June 2021 resulted in the short payment of duty and GST amounting to about S$3,263,280. It was also discovered that Low had instructed his employee, Lee Pak How, to falsify invoices with suppressed values determined by Low. Lee, a 33-year-old Singapore permanent resident, was fined S$10,000 on Jan 13 after pleading guilty to one charge of falsification of documents. DECLARED VALUES OF IMPORTED MOTOR CARS Singapore Customs said it “closely monitors" the declared values of motor cars imported into Singapore and "will not hesitate to take enforcement actions on errant traders”. The agency added it maintains a "robust commitment" to combat fraudulent evasion of duty and GST, and will take the necessary actions against individuals and entities engaging in such illicit activities. Singapore Customs noted that in January, five individuals involving three separate cases were charged for fraudulent evasion of duty and GST by suppressing the declared values of imported motor cars, making incorrect declaration or causing incorrect declaration to be made on the values of motor vehicles, and falsification of documents. Court proceedings are ongoing for these cases. “Any person who is concerned in fraudulent evasion of any duty or GST on imported goods shall be liable on conviction to a fine of up to 20 times the amount of duty and GST evaded and/or jailed for up to two years,” Singapore Customs said. Any person who is concerned in fraudulent evasion of any duty or GST on imported goods can face a maximum fine of up to 20 times the amount of duty and GST evaded and jailed for up to two years. Any person who gives incorrect information in relation to any matter affecting the amount of tax chargeable shall be liable on conviction to a fine not exceeding S$10,000 or to imprisonment for a term not exceeding six months. "The court shall also order the offender to pay up the ARF which has been undercharged to the LTA," Singapore Customs said.

In the years since, the GMC folks have come up with a few solutions that debut on the refreshed 2020 GMC Acadia. With a new look, better powertrain options, technology upgrades, and even an off-road-themed trim, the Acadia finally has an identity all its own. Playing Catch-UpThe outgoing six-speed automatic got the job done, but we like the new nine-speed unit for 2020, and there's no denying that it offers an advantage in terms of fuel economy. Although the non-turbocharged 2.5-liter four-cylinder (193 horsepower, 188 pound-feet of torque) remains the entry-level Acadia engine, higher trims now come standard with a turbocharged 2.0-liter four-cylinder (230 hp, 258 lb-ft) that's much more capable. Notably, the stout V6 engine (310 hp, 271 lb-ft) is still an option for buyers so inclined. At a glance, it looks like GMC is simply bringing the Acadia in line with the Traverse, but take a closer look and you'll see that what it has actually done is differentiate it even more. Identity Crisis No MoreThe Traverse only offers its turbo motor in the "sporty" RS trim, where the engine is tuned to make more torque than the V6. GMC has opted for a different application of the engine, slotting it into a logical place in the Acadia lineup and making for a logical trim-level breakdown. For 2020, the SLT and Denali trims will both come standard with a turbocharged 2.0-liter four-cylinder that makes 230 hp and 258 lb-ft of torque. This lineup offers a sensible progression and adds value for shoppers at every trim level. It also distinguishes the Acadia's value proposition from the Traverse, making it feel more like a unique product offering. The more aggressive exterior design only helps on that front. The squared-off headlights and big grille are welcome changes for 2020, making the Acadia look more like a GMC truck. We're fans of the tougher appearance, and we're glad to see GMC separating itself and establishing a strong identity. AT4 EverSpeaking of tough, GMC has added an AT4 trim to the 2020 Acadia. With some added cladding and dark accents on the outside, the Acadia AT4 certainly looks the part. While AT4 is meant to be GMC's "off-road" sub-brand, the Acadia AT4 doesn't get any unique trail-busting features. However, it does come standard with AWD and the V6 engine, and it will slot in between the SLT and top-tier Denali trim. That should mean you'll get more power and AWD for less money than the Denali, provided you're willing to forgo some of the Denali's additional luxuries. Add in the styling elements and we think the AT4 makes for an attractive package. Upgrades and UpdatesBeyond the exterior refresh and powertrain improvements, the 2020 Acadia gets some new technology. The 8-inch touchscreen receives a software update, granting the ability to save drivers' preferences into unique profiles. There are also upgrades to the satellite nav and the inclusion of two USB-C ports. Wireless charging is now available, and the high-definition camera that's standard on higher trims has been updated for better image quality. GMC also reports a redesigned center console that allows for more storage space and some suspension fiddling to improve ride quality. Pricing and Release DateGMC has been smart with the 2020 Acadia, and we think shoppers will take note, especially with regard to the improved value proposition from the SLT trim on up. The official MSRP range hasn't been released, but we don't expect it to deviate much from the existing pricing structure. The 2020 GMC Acadia should hit dealerships this fall.
  3. am I the only one ecnountering vehicles spewing insane amount of smoke on the roads? No right? Maybe I am the only boliao enough the pull the footage of the car cam... Why isn't the gov doing something about this? Isn't it like a simple fix? The first traffic police vehicle should pull this guy off the road and give him a fine/warning.   4. hi guys, i got my first annual inspection for my truck coming up soon. What do they look for? Previously in my stock lancer it was pretty smooth ( no mods or anything) My truck i'll be changing back to my stock rims + tyres and also taping up my side mirror lights ( blue light there). I'll be getting a hose to blast my exhaust pipe b4 going down. Just curious, how do they inspect the speed warning thingy? by pressing the button or driving up to 70km/h on the machine or anything?   5. A video was recorded of a cyclist recklessly endangering his own life by cutting across the lane without checking his blindspot. It resulted in him splitting lanes and almost colliding with the camcar behind him, endangering both his own life and risking damage to the vehicle.   7. i think we all are aware of the high number of incidents/accidents related to heavy vehicles. be it toppling, or crashing into other vechicles or causing accidents directly or indirectly. please drive very defensively when you see them on the road and stay away from them if possible. I was once nearly ran off the road when 1 of them changed lane without looking and i was beside it. Jammed brakes immediately and still my side mirrors got scratched...glad to be alive. didn't think much about it till recently i heard a friend of mine working in the transportation industry that there are a lot of accidents lately because a lot of the drivers are either from China or other countries. They are not use to the "road culture" here and like in China, they still believe that as long as you have a bigger vehicle, you have the right of way. I know that different countries really have different road cultures and therefore I can foresee more of such incidents happening as long as FTs are willing to take lower salaries to do all these long hours and difficult work. Noticed that there is no such warning or actions from TP all these while, so we better protect ourselves and our families. All the best and drive safe...stay away from them...stay far away.
  8. KUALA LUMPUR: RON95 petrol and NGV fuel will be banned from being sold to foreign registered vehicles from tomorrow, the Ministry of Domestic Trade, Cooperatives and Consumerism announced today. RON95 petrol would however be allowed to be sold to foreign registered motorcycles as an exception. Following the move, the requirement to produce Mykad by Malaysians using foreign registered vehicles for purchasing RON95 petrol at all petrol stations throughout the country had been withdrawn, the ministry said in a statement here today. On August 1 last year, a directive to ban sales of RON95 petrol to foreign registered vehicles nationwide was imposed with the exception given to Malaysians who could produce the Mykad for verification. The ministry in the statement clarified that the government had received feedback of leakages due to abuse of of the Mykad for purchasing RON95 petrol. According to the ministry, petrol station operators at border areas had also complained of difficulties in controlling and ensuring the directive on the petrol ban was fully complied with. "On this issue, the government is of the view that the ban on all foreign registered vehicles from buying RON95 petrol and the withdrawal of the condition that allowed purchase of RON95 petrol on producing the Mykad throughout the country with the exception of motorcycles, is reasonable," the ministry said. The ministry clarified that the ban also covered NGV fuel following the discovery that 311,000 litres of NGV fuel were sold to foreign registered vehicles each year. " At the rate of the current subsidy, the NGV fuel subsidy enjoyed by foreigners amounted to RM360,000 each year," the statement added. -- BERNAMA

  11. The Government is raising emission standards for new petrol vehicles and petrol quality to ensure cleaner air for all, and increasing the frequency of updates on Singapore's air quality. The announcement was made by Minister for the Environment and Water Resources Vivian Balakrishnan at the Singapore Environmental Achievement Awards 2012 today. The measures are part of the National Environment Agency's (NEA) roadmap to reduce sulphur dioxide and particulate matter levels in the air in order to meet the World Health Organization's Air Quality Guidelines. From tomorrow, the NEA will be updating the Pollutant Standards Index (PSI) thrice daily instead of once a day, to make air quality information more relevant to Singaporeans. In addition, PM 2.5 levels - a pollutant emitted from the petrochemical industry and diesel vehicles - will also be made available with the PSI readings. As part of Singapore's overall plan to achieve higher air quality standards, a tighter emission standard for in-use diesel vehicles will be implemented from Jan 1, 2014, as annouced at this year's Budget Deabate. All such vehicles will need to achieve a smoke opacity test result of 40 Hartridge Smoke Units (HSU) or lower during their mandatory vehicle inspections for road tax renewal. HSU is a measurement of the opacity of smoke that is emitted. The National Environment Agency (NEA) has been working closely with the authorised vehicle inspection centres (VICOM, JIC Inspection Services and STA Inspection) to alert owners whose vehicles show borderline results during their mandatory inspection, so that they may take the necessary actions to service their vehicles before Jan 1, 2014. The adoption of the revised smoke opacity limit will minimise smoke emissions from diesel vehicles plying Singapore's roads. A six-month grace period will be introduced for vehicles that have borderline test results, to give time for vehicle-owners to adjust to the higher standards. From Jan 1 to Jun 30, 2014, owners of diesel vehicles with smoke opacity test results between 41 and 50 HSU will be issued warning letters. Vehicles with smoke opacity test results exceeding 50 HSU will still be fined, in accordance with the current regulations. From Jul 1, 2014 onwards, owners of vehicles with smoke opacity test results above 40 HSU will be fined up to $5,000. Motorists should get their vehicles properly serviced or repaired if they fail the smoke opacity test. From Jan till Sep this year, there have been 5,809 enforcement cases against smoky diesel vehicles; 2012 saw 6,381, showing an increase every year. As such, NEA said it is committed to ensuring clean and safe air in Singapore. Stringent enforcement action against smoke emissions from motor vehicles, in tandem with the tightening of emission standards for diesel vehicles over time, is part of Singapore's overall plan to reduce domestic emissions of particulate matter and achieve higher air quality standards. Deputy Transport Minister Abdul Aziz Kaprawi said the Road Transport Department (RTD) will be instructed to carry out the directive as dark window tints were a clear danger. This is in response to concerns that the foreign vehicles entering the country might bring in drug traffickers and Islamic State militant group. “RTD will take immediate action in barring foreign vehicles with dark window tints from entering Malaysia.“Those entering Malaysia will have to remove the dark window tint of their vehicles,” he told the Dewan Negara today in reply to Senator Abdullah Mat Yassin. The issue of car-window tinting, mainly to reduce glare and help control the temperature inside the vehicle - has been divisive for many years. Malaysian motorists who tint their car windows and screen must adhere to Rule 5(1) and Rule 5(3) Motor Vehicles (Prohibition of Certain Glasses) Amendment 2000 - a law that has been widely ignored. The permissible tint levels are a minimum of 70 per cent visible light transmission levels for the front windscreen and 50 per cent for other windows.
  14. Given the cutting of vehicle growth rate to zero, should there be more restrictions on Malaysia vehicles entering Singapore? Maybe I am biased, but I am seeing more and more Malaysia plated vehicles nowadays. Not just long-haul trucks, but many vans, etc. Pickup-trucks carrying a trunk full of ladders, etc, going at 100km/h on first lane. Obviously not here for "social visit" !!! As the cost of operating a vehicle in Singapore goes up, it will be more competitive for Malaysia vehicles to operate here. Obviously it is a violation of visa policy for Malaysians to undertake commercial activities here with only a visitor visa, but these rules are unenforceable. It might be the case that any particular Malaysia vehicle cannot stay here for too long. However, if you look at the entire vehicle population in Singapore, then at any point in time, my estimate is that a significant proportion of vehicles on the roads are from Malaysia. If we could eliminate these vehicles, this will mean more COE available for Singapore cars !!! Another thing is those Malaysia long-haul trucks, spewing massive plumes of thick black smoke. They should be forced to unload at the customs and transfer their cargo to local trucks !
  15. I was trying to find the number of foreign vehicles on our Roads but I can't seem to find any. I mean all these talk about car-lite Singapore, why is the government not even looking at foreign registered vehicles? surely they have to do something on that front. Does anyone know the amount of VEP we issue? not to mention all the black smoke coming out of their vehicles.

  17. This is referring to peak hours traffic on 3-4 lanes expressways or major roads. It's common to see container trucks, earth-carrying trucks, big lorries, going slowly at 50kmh+ in lane2, hogging the traffic behind when general speed in lane2 is close to 80-90, but the cars behind are not fast enough to find a gap in lane1 (which is full of faster cars) to overtake these hogging trucks. These cars end up overtaking from the left!! Worst is when these trucks will slow to crawling speeds when they climb up flyovers eg Benjemin Shears bridge etc making cars behind also crawl. I though they can actually stay away from lane2 and use 3 or 4 to allow free flow in lanes 1, 2? Hopefully there will be new rules to ban them on lane2 during peak hours if it's a four-lane expressway.

  21. As above. I don't usually travel around this period of time. But when I did yesterday, it was very crowded for the time stipulated on CTE. At the back of my head was wondering...... "who are really these ppl driving on the road at this hour? Aren't they suppose to be at work?" I personally took off yesterday to attend to some personal matters. So how about the rest? Outdoor sales, delivery, construction trucks, taxis, insurance agents, tai tai heading for tea-break?? Or everybody just like me took off on the same day to do some personal errands?
  22. Since the speed limit for goods vehicles had been revised to 70kmh, lane 2 became their "default" lane. Many had been using it like their Right of Lane. Driving at 70 or 80kmh like their Ah Kong's road. So on a 3 lane expressway Lane 2 & 3 kenah mekan be these goods vehicles. So car drivers will have to tread in and out of Lane 2 & 1. But as lane 1 is reserved for overtaking and emergency vehcile. that is a problem to live with. Lately, goods vehicles have migrated to using lane 1 as their "faster" lane. Wont be surprised to see Heavy vehicles also use lane 1 like their VIP lanes.
  23. Does anyone know how & when should an ambulance, fire truck, police vehicle(bike or car), use its lights and sirens? Just lights? just sirens? Just sirens and lights at the same time? If anyone knows where to get this information pls advise and post the link here. It would help many motorist to have a clear idea of whether they should yield to the emergency vehicle or it is ok to proceed as per normal.

  25. today was traveling on the road and could not help but noticing that those commerical vehicles are keeping to the left lane.. at most 1 or 2 odd one on the 2nd lane.. i think these were mainly due to the newspaper reporting more cmmerical vehicles kena book by TP.. Hope they keep to their lane for a longer period before TP take action again...
