The 23-year-old waitress said Central Narcotics Bureau (CNB) officer Phua Jun Yang courted her after they met at the Ang Mo Kio police station last year. 'I did not resist his advances because he was a CNB officer and I was a drug addict,' she said yesterday during the opening day of Phua's trial in a district court. 'I was afraid that if I did not do what he wanted, my urine samples may have problems.' The 25-year-old Phua is facing allegations that he showed leniency in his supervision of the woman's urine tests in return for sexual favours. Phua is also accused of contravening the Official Secrets Act (OSA) on Jan 4 last year. Prosecutors say he gave the woman inside information about the activities of a drug dealer. The pair met on Jan 3 last year, the woman testified yesterday. She was fresh from serving a year at a drug rehabilitation centre for ketamine consumption and had to report for thrice-weekly urine tests to ensure she remained drug-free. Phua, then attached to the CNB, was manning a computer at the station. After her urine test, he met the woman outside and asked for her cellphone number. Phua then sent her text messages asking if he could be her boyfriend. The woman described him as fierce and said she did not want to offend him. Two days after their first meeting, Phua took her to his Hougang flat for sex, she said. They later took his dog for a walk before having dinner at a foodcourt. The woman started crying when Phua's lawyer Vinit Chhabra asked why she did not tell Phua that she felt pressured into the relationship. Phua treated her with respect and concern as if she were his girlfriend, Mr Chhabra said. Phua told The Straits Times that he was suspended from the police force without pay last year. For corruption, he could be jailed for up to five years and fined up to $100,000. For an OSA offence, he could be jailed for up to two years and fined up to $2,000. A charge of obtaining sexual favours from another woman, also under drug supervision, and another charge of violating the OSA were stood down. So were three disciplinary charges of getting the cellphone numbers of three other women under drug supervision. The charges that were stood down can be brought against Phua later at the discretion of the Attorney-General's Chambers. The trial is expected to last six days. A woman told a police officer she was a Residents' Committee (RC) member when she went to the scene of fight involving her brother. STOMPer FrommeArcee wonders if the woman thought she would get 'special treatment' by saying that she was an RC member. Said the STOMPer: "A woman's brother (in black shirt and pants) was involved in a fight with two shopkeepers in their 50s, one of them a woman, over a return of a toilet seat purchase. "She (the woman in blue dress) arrived after the Police did and immediately proclaimed to the police officer twice that she was from the RC while pointing to the direction she came from. "Makes me wonder whether grassroots leaders are given special treatment when they or their relatives and friends get into trouble with the law. "The GRC in which the incident took place is Tampines which is helmed by well-loved and highly respected MPs and I think by her actions, she had brought disrepute to them if she, is in fact really a grassroots leader."

The Straits Times understands that it is very rare here for a crime to be committed by someone masquerading as a policeman. The robbery occurred around 8.15am at 103, Dunlop Street in Little India.

Wan, 24, pleaded guilty in a district court on Friday to using abusive words and criminal force on public servants and behaving in a disorderly manner. The judge called for a probation report and the next hearing will be on June 7. Assistant Public Prosecutor Harvinder Kaur told the court that at about 4am on Oct 26 last year, two officers were patrolling Jiak Kim Street in a police car when they saw a bouncer escorting Wan, her boyfriend Lim Zhao Ming and another man out of Zouk.

Traffic police bikers get new, improved uniform Traffic Police officers who patrol on motorcycles will hit the roads and expressways with a new look on Friday. Gone are the white tunics they usually wear over their dark blue riding breeches. In their place are a specially designed jacket and new water-repellent trousers with anti-abrasion padding, to offer them more comfort and protection. The new get-up is designed by the Traffic Police and Police Logistics Department, with help from Hong Kong designer Alan Chu, who has worked with American fashion designer Marc Jacobs.

A young girl was knocked down by a lorry yesterday afternoon. But when a witness reported the accident at a Neighbourhood Police Post (NPP), the police officer on duty said he could not leave his post to assist him. Shin Min Daily News reported today that the policeman on duty told the 41-year-old witness, who gave his name as Paul, that he had already informed the Traffic Police about the accident. The officer said he was unable to leave the NPP because he was on duty alone. But he had ensured that a police car arrived on-scene to render assistance until an ambulance arrived. In response, a police spokesperson said the police officer had immediately checked whether an ambulance had been dispatched to the scene of the accident. The accident happened after a five-year-old girl dashed across a road and was knocked down by a lorry at 1.50pm. It happened near the Ghim Moh bus terminal. Paul said an elderly woman wanted to cross the road with two children, but turned back after seeing a bus approaching. He then heard a loud bang and saw a little girl lying down on the ground with her shoes flung to the lorry's side. When interviewed, the lorry driver, 25-year-old Mr Lim Ke Yong said he started driving off only after he saw the elderly woman walking away with a boy. However, a little girl suddenly dashed out from behind a bus to reach the elderly woman, and he could not stop in time. Mr Lim said he immediately rushed the girl to nearby clinics for treatment, but most of them were closed for lunch. The only clinic which was open said the girl should be sent to hospital immediately. "I asked her whether she was in pain. She only cried and said yes," said Mr Lim. He plans to visit the girl in hospital after helping the police with investigations. The girl sustained scratches but is in stable condition. Link

Vietnamese plumber fined RM10,000 over RM75 bribe By FARIK ZOLKEPLI [email protected] JOHOR BARU: A 30-year-old Vietnamese man felt the full weight of the law when he was slapped with a RM10,000 fine and one week's imprisonment by a Sessions Court here for attempting to bribe a policeman with RM75. Plumber Vu Dinh Thuan was charged with offering the bribe to Konst Mohd Safwan Sallehhuddin at Jalan Leong Bee in Gelang Patah at 8.35am on Jan 24. The bribe was an inducement to not take action against him for not having a valid motorcycle licence. Vu Dinh pleaded guilty. When asked if he had anything to say before the court imposed sentence, Vu Dinh broke down and cried, and appealed for a lesser sentence as his wife just gave birth and he was the family's sole breadwinner. "This is also my first offence after working in this country for six years. I do not earn much and I have a family and an ailing father to support," he said. However, prosecuting officer Ridzuan Abd Malik asked the court to impose a sentence commensurate with the offence. Judge Salawati Djambari sentenced the accused to seven days' imprisonment and a fine of RM10,000, of which he could face a further 10 months in prison in default. The charge was classified under Section 17(a) of the Malaysian Anti-Corruption Commission Act 2009, which carries a sentence of not more than 20 years' imprisonment and a fine of not less than five times the amount of bribe or RM10,000, whichever is higher, upon conviction. According to the facts of the case, Vu Dinh, who was riding a motorcycle, was stopped by Konst Mohd Safwan, who was attached to the Nusajaya district police mobile patrol squad. The policeman discovered the accused did not have a licence and was about to issue a summons when Vu Dinh took out RM75 as a bribe. Konst Mohd Safwan refused the bribe and warned the accused to keep the money as bribery was a major offence, but the accused persisted. He was detained on the spot. LAST Thursday, my front door was smeared with black paint and the message 'O$Pay$', with the borrower's name and the loan shark's number, was scrawled on the staircase walls. The borrower who sold this flat I am currently occupying was, presumably, the person being sought after by the loan shark. My brother lodged a police report at the Hong Kah North neighbourhood police station. I also made some inquiries on the action to be taken to ensure the safety of my family. Besides taking some photos of the scene and telling me that the case was referred to the Criminal Investigation Department, the police officer could only advise me to report the case if it happened again. I felt helpless. Finally, I called the number scrawled on the wall purportedly belonging to the loan shark. I asked him if he was a loan shark, he replied yes, and asked if I wanted money, and how I obtained his number. I told him that I was not the person he was looking for and to stop the harassment. He advised me to paste a Housing Board document showing I was the real owner of the flat on my front door for a month. He promised that he 'would do his part'. The harassment stopped after that. I felt ashamed that as a law-abiding citizen, I had to seek help from a loan shark who had been harassing me. It also sickens me to know that there is no way I can stop the previous owner from using my address for any of his wrongdoings. If he continues to borrow, and defaults on his loans, then I would have to suffer the subsequent harassment from loan sharks. Something must be done to help victims like me. When Falungong activists protested along Orchard Road in 2005, they were warned that they did not have a permit. Yet this did not stop them from protesting the very next day. Armed with only the Miscellaneous Offences (Public Order and Nuisance) Act (MOA) and Public Entertainment and Meetings Act (Pema) police could only deal with such acts of civil disobedience via prosecution after the incidents. Now, the Ministry of Home Affairs (MHA) wants to give its security forces the powers to deal with such situations

June 30, 2008 Delusions drove hawker to rape stepdaughter By Khushwant Singh SUSPECTING that his wife and stepdaughter had installed spy cameras in the flat, hawker Tam Yong Onn decided to give them something to film by raping his 20-year-old stepdaughter. The 43-year-old hawker was jailed for 21 years with 21 strokes of the cane on Monday after he pleaded guilty to molesting and raping the young woman, and taking amphetamine. The High Court on Monday was told that the man was suffering from paranoid delusions caused by smoking Ice. Tam had met his wife in 2002. She and her daughter from her first marriage then moved into his flat and he married her in July 2006. She later gave birth to another daughter. On June 27 last year, he was at home with his stepdaughter while his wife was manning their food stall. The stepdaughter told police that at about 3pm, she saw Tam examining the television and air conditioning unit in the master bedroom. He then went out with something in a red plastic bag. When he returned, he started cutting another plastic bag into ribbons. Tam then confronted her and showed her the back of a wall-mounted clock. He insisted that a round object - the size of 10 cent coin - was a spy camera. He insisted on checking her cellphone as he claimed that she was recording him. When he returned the phone, she called her mother to say that her stepfather was acting strangely again. Moments later, Tam dragged her into the master bedroom, and tied her hands and ankles with plastic strips. He ignored her assertions that there were no cameras or bugs and taped her mouth with masking tape. He told the victim: 'Since all of you want to film me, I will make love to you and let all of you see.' He then molested and raped her. When his wife got home, Tam insisted that his stepdaughter was a member of an organisation out to harm him and he wanted her to feel remorse for the rest of her life for being unfaithful to him. June 26, 2008 Finance officer jailed for 'defacing' maid with marker pens By Khushwant Singh, Court Reporter TO teach her maid a lesson, finance officer Sally Ang Poh Choo used marker pens to draw lines on the Indonesian maid's face. It was Ang's way of punishing Miss Sri Hartuti Rokiman for not closing the front door properly while she was washing the family's car parked in the front porch of the house in Eastwood Place off Bedok Road. Miss Sri Hartuti, 26, ran away from her employers the next day and reported the matter to the police. A doctor found scratches and slight bleeding on her face. The maid had also asked a neighbour and her maid to take photographs of her scratches and bruises. Ang, 44, a mother of two teenagers, 14 and 16, was jailed three weeks and fined $1,500 on Thursday for hurting her maid on five occasions over a two-month period. Last month, she pleaded guilty to the charges which included pinching Miss Sri Hartuti and poking her head with a finger on two separate incidents in 2005. Ang abused her maid for her sloppy work, such as not cleaning the kitchen to her satisfaction and not unfolding a bed cover. She will start serving her jail term on July 3 as her lawyer Ramesh Chandra told the court she needed a week to settle the payroll payment of her 60 fellow employees. The company she works for had been unable to find a replacement for her, he said. Mr Ramesh said the offences had occurred a long time ago and Ang regretted her actions and had compensated Miss Sri Hartuti $4,000. When probed by District Judge Wong Choon Ning why there was a delay in prosecuting Ang, Assistant Public Prosecutor Olivine Lin said the police had 'sat on the case'. April 7, 2008 Malaysian police arrest 7 in SMS scam PENANG - SEVEN men including a Taiwanese, who are believed to have fleeced numerous people of at least RM1 million (S$434,000) nationwide in SMS scams, have been arrested. The men, in their 30s and 40s, who were nabbed in Kuala Lumpur, are said to be behind a series of SMS scams reported in Johor, Selangor, Penang, Negri Sembilan and Perak. Sources said Bukit Aman police picked them up at the Sungai Wang Plaza shopping complex more than two weeks ago. It is believed that the Negri Sembilan and Johor police questioned them before sending them here on Saturday. Fourteen people here were cheated of about RM85,000 between March 1 and March 15 after being informed via SMS that they had won luxury cars and cash prizes. Six cases involving RM37,000 were reported to the George Town police while the other cases were reported in Balik Pulau, Bukit Mertajam and Butterworth. The victims were duped into believing that they had each won a car and also RM20,000 in the Petronas Super Car Craze Contest, which has since ended. The mode of operation of the syndicate, which had been active for some time, was to send an SMS to their victims asking them to call a mobile phone number. They were then told that they had won some prizes but were required to deposit some money into a bank account as administration fees in order to claim the prizes. Between RM1,000 and RM20,000 was banked in by the victims who realised that they had been cheated when the prizes failed to arrive after a week of waiting. Police have not ruled out the possibility that the syndicate could be behind variations of the scam using the name of companies such as Maxis and popular reality shows such as Akademi Fantasia. The suspects have been remanded by a magistrate's court.
