The insider trading case involved 3 GIC staff in 2003: Lim Kee Chong, Teng Cheong Thye and Choo Yong Cheen. The case surfaced in 2004 and was reported by international media when the Financial Services Agency (FSA) and the Securities and Exchange Surveillance Commission (SESC) of Japan reported the matter to the central bank of Japan. The Associated Press reported the incident on 21 Oct 2004 [Link]: Singapore’s central bank said Thursday it has fined three employees of the government’s secretive investment fund for insider trading involving shares of a Japanese financial company. Lim Kee Chong, Teng Cheong Thye and Choo Yong Cheen were fined a total of 710,000 Singapore dollars (US$422,700; euro 346,000) for the offense, the Monetary Authority of Singapore said in a statement. The employees of the Government of Singapore Investment Corp., or GIC, sold the shares of Sumitomo Mitsui Financial Group Inc. last year after obtaining confidential information that the company planned to issue new shares, the statement said. When news of the issue was made public, investors sold the stock due to fears that the additional supply would reduce the value of Sumitomo Mitsui’s existing shares. By selling the shares before the announcement, the employees avoided a loss of S$710,000 for the GIC – the same amount they were fined. Singapore’s Securities and Futures Act imposes fines of up to three times the profit – or loss avoided – from insider trading. The GIC wasn’t penalized and the employees will not face criminal charges, the statement said. TRE was not able to find the said statement on MAS website anymore. However, we were able to find an old statement on FSA website. FSA is the Japanese government organization responsible for overseeing banking, securities and exchange, and insurance in order to ensure the stability of the financial system of Japan. The agency operates with a commissioner and reports to the Minister of Finance. It also oversees the Securities and Exchange Surveillance Commission (SESC) and, the Certified Public Accountants and Auditing Oversight Board. According to the 2004 statement from FSA website [Link], the 3 GIC staff did “insider trading involving Japanese securities market”. It said that the kind of insider trading committed is called “cross border transaction” which is a securities transaction in a Japanese securities market by a foreign resident. FSA further said, “The enforcement action by MAS has come as a result of our request of investigation into and providing information of a suspicious case of insider trading, which was detected by the Securities and Exchange Surveillance Commission of Japan (SESC), based on the bilateral Memorandum of Understanding (MOU) with MAS on the sharing of information on securities matters.” Excerpt of the statement has been screen captured by TRE and appears below: The TRE reader wrote: The leader, Mr Lim Kee Chong, settled the civil suit against him. Two others, Teng Cheong Thye and Choo Yong Cheen, were also found guilty in the civil suit then. They accepted the civil suit and were fined various amounts and were also suspended from work. They remained in GIC. Teng left GIC in late 2012. Both Lim and Choo are Managing Directors of GIC now. In fact, Lim is the Group Deputy Chief Investment Officer. A check by TRE on GIC website [Link] confirmed this. Indeed, Lim Kee Chong is now the Deputy Group Chief Investment Officer: Choo Yong Cheen is part of the GIC Investment Groups (Special Investments). He is currently in-charge of direct investments in Asia as well as funds and co-investments in Asia and the emerging markets: The TRE reader further added: Based on the MAS’s Guidelines on Fit and Proper Criteria (revised on 7 August 2012), one of the factors that is relevant to the assessment of the honesty, integrity and reputation of a relevant person is in clause 13(i) of the Guidelines: has had any civil penalty enforcement action taken against it or him by MAS or any other regulatory authority under any law in any jurisdiction. He then asked the following questions: Have Lim and the other two been subjected to the same standards of test that I am told every financial industry practitioner is put through? If not, why? If so, does it mean they were wrongly punished by the 2003 civil penalty? In fact, further checks by TRE revealed that Deputy Group Chief Investment Officer Lim Kee Chong’s name was in the industry-related sanction list of the US-based CFA Institute. CFA Institute [Link], is a global association of investment professionals. The organization offers the Chartered Financial Analyst (CFA) designation, the Certificate in Investment Performance Measurement (CIPM) designation, as well as the Claritas Investment Certificate. On its website, the CFA Institute has a section which lists individuals who, since 1 January 2000, are currently serving public disciplinary sanctions for violations of the CFA Institute Code of Ethics and Standards of Professional Conduct or have resigned their memberships while under investigation for industry-related misconduct. Public sanctions for industry-related conduct may include the followings [Link]: Censure Suspension from the CFA Program Suspension of membership Suspension of the right to use the CFA designation Permanent prohibition/suspension from the CFA Program Revocation of membership Revocation of the right to use the CFA designation Summary suspension In the case of Lim Kee Chong, the CFA Institute conducted its own hearing in 2010 and found Lim to have violated the CFA Institute Code of Ethics and Standards of Professional Conduct with regard to the 2003 insider trading incident. This was later affirmed by another review panel in 2011. This is what the CFA Institute said of Lim: It’s not known if Lim voluntarily disclosed his past insider trading case to the CFA Institute in 2010 or the CFA Institute found out about it 7 years later. It’s also not known if the MAS knew about the CFA Institute’s hearing of Lim Kee Chong case in 2010, 7 years after the insider trading incident. The delay of 7 years to come to the attention of CFA Institute remains a mystery.

When I caught up with him, he denied that a collision occurred, and sped off when the lights turned green. I called 999 after trying the Traffic Police hotline without receiving a reply. The ambulance and the police came shortly, and medical aid was given to my son, who had bruises on his right arm and leg, and who was left with a partly damaged bicycle. No traffic policeman was dispatched to track down the driver and I was informed later that the driver and the car was found at Marina Bay Sands. The law does not do enough to protect cyclists, and the penalties are too light to deter errant drivers. The insurance will pay for the damage, and an errant driver gets off all too lightly. The fact that my son's injury was not severe should not mean that the penalty need be less punitive if the driver is found to have erred, and certainly not if he remains in denial and unrepentant about his role in an accident. So unlucky. Involved in a chain collision accident. 4 cars involved. Mine was the second car from the front. Was raining heavily and the taxi infront of me was slowing down and i also slowed down to a complete stop. But all of sudden another taxi from behind knock my backside. My rear bumper and left rear lights gone. Boot also dented so now cannot open. For my front it looks as if the front bumper is slightly knocked and number plate bent. But the impact from behind pushed my car to kiss into the taxi infront with slight scratches on his back bumper. In fact the taxi driver(front) wanted to settle with me for $20 to $30 but i told him let's just take down particulars for the 4 cars. The last car behind(4th car) is a rather young chap. I am not sure what is his damages like as it was raining rather heavily at that point. But I can only guess that he knocked into the third car. In such situation what is my liability? I am going down to the workshop tomorrow for repair.

Up to 80 people are assisting police in their investigations, reported The Straits Times. The ex-principal and top civil servants, all from various government departments, have since all stepped down from their posts, reported Chinese daily Shin Min Daily News. The paper reported that they were implicated when police carried out an island-wide raid against the vice syndicate in late December. A list that revealed the names of the syndicate's clients were among the items that were seized during the police raids. It was also reported that the syndicate operated a call centre out of Bukit Timah and specialised in Koreans girls. The school principal in question is believed to be 30 years old, married for over 10 years and has a son. Police have so far declined to reveal further details. Late last December, police conducted an island-wide operation to bust an online vice syndicate. Around 23 people were apprehended during the eight-hour raid. Items such as cash, laptops, bank books, ATM cards and transaction records were seized. At the same time, the Corrupt Practices Investigation Bureau (CPIB) is also currently investigating the alleged misconduct by top public officials Peter Lim and Ng Boon Gay. Lim is the ex-Singapore Civil Defence Force Commissioner while Ng used to lead the Central Narcotics Bureau.

Hi bros, i got involved in 3 cars chain accident today. I m in the last car position. Understand that i am liable for the 2nd car that i banged. But i am concerned if i am only liable for the backside or including the front? The 2nd car actually banged the 1st car before i couldnt brake in time and bang the 2nd. Checked with insurance company and they oso couldnt advise me on this yet as they need time to investigate. Any bros can enlighten me? Thanks..

According to a tip-off we received from a reader, a YOG bus was involved in a multi-vehicle accident on the Pan Island Expressway in the direction of Tuas two hours ago, causing a massive jam along the PIE. The YOG bus was apparently empty and nobody was reported to be injured. Some motorists were heard hurling profanities at the scene. YOG drivers have received much flak from the public lately over their driving behavior such as tailgating, honing for vehicles in front to make way and cutting into others

I saw with my own eyes yesterday, of two cars got into a chase, and then at a traffic light, a driver came out of his car and confronted the other driver. the driver, quite muscular and macho, stopped and blocked the other car. He then came out of his car and finger pointed and challenged the other driver who stayed inside the car. as i drove pass, i could see the driver inside was bespectacled. So I wonder, if this is to happen to you, or anyone for that matter, what will you do, and what are the options, if the other guy was 1) bigger size than me, 2) smaller size than me ? Will you just go out to quarrel and will you wield your fist ?

Hi Bro, Anyone has any experience in an minor accident with no dent? I was the one that knock someone's back in very slow speed of less than 10km/h. I went down to check and touch the other party's rear bumper and there's no dent. Also take picture (but at night so cant see very clearly, sigh) as proof. The other party being a new car, wanted to bring down car to authorised workshop to inspect it. Would like to know what the damage $$$ even if authorised workshop inspect it?

On my way back from work, I spotted an accident involving a red Suzuki Swift bearing number plate SGV530M along Clementi Road. Scene of the accident is situated in front of the main entrance of Singapore Institute of Management HQ. This caused the traffic of that already busy road to have a tailback to the Sunset Lane area. I didn't get a clear look of the whole scene but the above mentioned vehicle seems to be not very badly damaged. I saw that this morning around 8.30am or so along CTE towards city, you were involved with an accident with a bike, who was trying to squeeze between 2 cars(one of which is yours) and in the process damaged your left wing mirror. The bike, with 2 riders, not only did not stop to check but instead I saw the pillion rider waving his arm and looking back in a rude manner. Clearly the bike was in the wrong. Hit and run is unacceptable. I hate this type of road rage behaviour. Call me and I give you my witness statement
