From the 154th media .... SINGAPORE - A parking officer skipped her patrols, claiming that she had to take care of her ailing grandmother - and tried to hoodwink her bosses by issuing summonses to motorists who had not broken any rules. To make them believe she was fulfilling her daily work quota, Noorasimah Jasman entered the registration numbers of vehicles without season parking tickets into an electronic record system, despite not knowing if they were even parked in the area she was meant to be patrolling. In what The Straits Times understands is the first case of its kind, she issued summonses totalling slightly over $1,000 to more than 30 motorists - before being rumbled by one of her victims. The 33-year-old was sentenced on Monday (Oct 15) to four weeks' jail after pleading guilty to 18 offences under the Computer Misuse and Cybersecurity Act. Thirty-six other charges for similar offences were considered during sentencing. Noorasimah committed the offences in June and July last year while working in the Choa Chu Kang area for Ramky Cleantech Services, which offers enforcement services involving carpark gantries and parking spaces. It managed several Housing and Development Board-owned parking spaces. At the beginning of her shifts, she would meet her team leader to collect a handheld scanner and a daily patrol accountability form. Noorasimah was supposed to record on the form the number of vehicles checked and the number of summonses issued for each carpark she patrolled. She was required to check at least 60 vehicles per carpark in order to meet her daily work quota. However, Deputy Public Prosecutor Alfie Lim said that there was no quota on the number of summonses issued. She had to return the scanner and form after her shifts, the court heard. DPP Lim said that during her earlier patrols, Noorasimah managed to keep records of the registration numbers of vehicles that did not have season parking tickets. She keyed them into the Integrated Car Parks System (ICPS) - a parking offence management system maintained by the HDB, which Ramky officers had access to. DPP Lim told District Judge Kessler Soh: "The accused claimed that her grandmother, whom she takes care of, was in ill health around May 2017. Because she needed to care for her, the accused did not patrol the carparks assigned to her. "She... did not know if the vehicles had even been parked there, let alone if they had been parked in violation of parking rules. She thus caused the vehicle owner to be issued with summons in respect of parking offences which they had not committed." In June last year, a motorist received letters from the HDB over purported parking offences even though no one had driven her vehicle. She alerted the police and Noorasimah was caught. In all, 16 vehicle owners paid fines totalling $304 due to Noorasimah's scam. The HDB has since cancelled the remaining false summonses and refunded the fines. Noorasimah has lost her job. Defence counsel, Mr Chu Hua Yi, told the court that his client was deeply remorseful. She is out on bail of $10,000 and was ordered to surrender at the State Courts on Oct 31 to begin serving her sentence.

CNB is a place where poly or ITE grads who cannot make it in REAL life will join upon dropping out. I am not surprised they have received SO many complaints every other day. The way some of these young boys behave is no different than those rascals from 369. In fact, many 369 members behave much much better like human beings than these dogs from the CNB. Personally I got some complaints against some of them too, esp in the customs. Las time they used to place those boys with gold hair, very long gold hair and say they are CNB at the checkpoints. This is very unsightly. If you want to place CNB boys there to play, at least put in some decent looking chaps. Thats why among the civil ministry, CNB is the most looked down upon. Got one period of time they courted controvesy over the ENTRAPMENT issues. You know why they did it? Cos they are inept and brainless that if they dont do it, their quotas and KPI will be affected. Man alleges assault by drug busters 16 Share 0 inShareBy Shaffiq Alkhatib The New Paper Friday, Jun 22, 2012 I was assaulted by Central Narcotics Bureau (CNB) officers after being arrested, a man has alleged in a police report. Mr Wan (not his real name) said the alleged beatings began after he made a casual remark about wanting to be spoken to in "a nice manner". The sales assistant, 24, told The New Paper last Monday that he had done time behind bars in 2008 for pushing a policeman. But even that experience did not prepare him for the treatment he allegedly received from the CNB officers, the married father of a three-year-old son said. In his police report, Mr Wan said a friend had given him a lift on a motorcycle to meet other friends at a Bukit Batok coffee shop for dinner at 8.15pm on June 8. "We stopped at the roadside near the coffee shop. We had just got off the bike when a group of officers approached us. I don't remember if they were police or CNB officers," he said. He said he and his friend were asked to empty their pockets and they complied. "The officers later told us that they wanted to take us in for a urine test, so we just followed them," he added. Mr Wan alleged that he and his friend were handcuffed and a van took them to the Jurong Police Division Headquarters. "The officers tested our urine and drugs were not detected in my sample. I was then taken to a room to give my statement to a CNB officer," he said. While there, Mr Wan claimed that he was sitting on a chair when one of the officers, whom he said had spiky hair, yelled at him. The police report stated that Mr Wan asked the officer to speak to him in a "nice manner". "As I was speaking to him, I was suddenly punched by another officer on my left ear," he said in the report. "After that, I was hit about six or seven times by several others and I leaned forward. "When I tried to lean back, I was kicked on the chest and thigh by this other officer. I remember that he had a floppy fringe." Mr Wan alleged that the officer told him to go under a desk while he took his statement. He said in the report: "He used his right foot to press down on my handcuffs. He also rested his right leg on my shoulder." Mr Wan alleged that his left ear and left wrist became swollen and he also suffered a cut on his lips in the alleged beating. According to his police report, he was taken to a lock-up at around 2am the next day and he requested for a doctor to attend to his injuries. This case looks quite interesting and looks like something from the TV. I wonder whether any negative points will be scored on the IO and prosecutors? http://www.singaporelawwatch.sg/remweb/leg...ars%20in%20jail

Poor innocent woman. Did everything under the law-see MP & report police, even incurring own expense of installing CCTV but still kena harrassed...What more can she do? http://www.straitstimes.com/STForum/Story/...ory_625645.html Innocent loan-shark victim's 3-year tale of endless woes I AM an unfortunate owner who bought a three-room flat from a loan-shark borrower three years ago. I have been harassed by loan sharks until today because the previous owner had not changed his address on his identity card. I have lodged several police reports but the only assurance the police offered me was that they would increase the patrols around my block. Desperate, I sought the assistance of my MP, Associate Professor Muhammad Faishal Ibrahim, last November. He promised to raise the matter with the police, but the only additional response I received from the police, apart from the previous assurance of increased patrols, was a question: Would I be installing a closed-circuit television (CCTV) camera? Meanwhile, the loan sharks did not let up and visited my flat regularly. Last week alone, I lodged three police reports, the most serious of which was about my family and I being locked in with a bicycle lock, and our front door splashed with red and black paint. The police had to be called to release the lock. Subsequently, an investigating officer was assigned to the case, but the only response I received from him was the same: The police would increase their patrols. The next day, a loan shark called and threatened to burn my flat if I did not track down the previous owner. He also threatened to harm my daughter and my maid, claiming that he had their photographs. I reported this also to the investigating officer and after receiving the same reply, I asked him to facilitate the installation of a CCTV camera at my lift landing. He told me to check with the Bedok North police centre and when I did, I was told to obtain approvals from the Housing Board and the town council. Only then would the CCTV camera be installed, at my own cost. The reason I am writing in is that I have done all that I could but question whether the police have done likewise. I have faithfully lodged reports with the police, and installed a CCTV camera, but I have not seen a more visible police presence. I am not updated by the police and all that the police have done effectively is to record my statements. I am baffled and frustrated. On the one hand, a serial loan-shark borrower could escape harassment by the simple act of not changing his address; and a loan shark could obtain all my personal details. On the other, the police have apparently been unable to track down the previous owner, let alone the loan shark. Eng Lay Qing (Ms)

They really lucky they are not beaten up by the crowd. S'pore-plate car racing in JB flips over, slams into motorcyclist July 23, 2008 RACING recklessly in the wee hours of the morning was how three drivers allegedly got their kicks. Occupants of the Toyota Vios, a man and two women, survived the crash with minor injuries. -- NANYANG SIANG PAU But on Sunday morning, their greed for speed killed one innocent motorcyclist in Johor Baru. One of the three Singapore-registered cars hit a road divider and the driver lost control of the vehicle. His car, a red Toyota Vios, flipped over and crashed into the back of a motorcyclist, killing him instantly. NEAR CHECKPOINT China Press reported that the incident took place around 2.15am, just 3km from the immigration checkpoint. The dead man, Mr Li Ming Hui, 29, a Malaysian software engineer, was on his way home from work in Singapore when the incident happened. At that time, Mr Li had been waiting for the lights to turn green before making a right turn. It was then that the car suddenly slammed into him from behind. The collision crushed the motorcyclist. The car driver and his two female passengers, all in their 20s, survived the accident. The driver had a broken arm, while one of the women sustained broken bones in her hand. Nevertheless, they managed to climb out of their vehicle after the collision. Relatives said that Mr Li usually only rode his motorcycle when he had to work extra hours over the weekend. During the week, a company vehicle picked him up from home. Mr Li's older sister, who spoke to China Press, said her brother had been working in Singapore for six years. She painted a picture of a thrifty man who had moved from Singapore to Johor Baru two years ago in order to save money. The distraught family said they hoped police would investigate Mr Li's death thoroughly. Said Mr Li's sister: 'My brother did nothing wrong. He was just waiting for the light to turn green.' A friend of Mr Li told China Press: 'Singaporeans have always raced in Malaysia, but this time a life has been lost.' A police spokesman confirmed the incident. He added that the three occupants of the car had received medical attention. No charges have been pressed yet, but police are calling for witnesses to contact them.

Parked my car in Jurong Point B2. In front of me is a huge car, its either Camry or Lexus. We came upon 2 parking lots side by side. He on his hazard light to indicate he is pakring into one of it. For those who went to JP b4 should know that to find a parking lot is a happy thing. So I happily parked next to him. (I din wait for him to finish parking) I parked my ride with the 1st reverse. Went off b4 him. (At this point he is still straightening his car) 2 hours later. Came back to collect my car and found a huge dent at my right fender. The car has went off. He was at my right side. I'm not sure if the huge dent is from yesterday or today. Just wanna find a place to vent my anger. I just spent 600 on panel beating and respraying b4 CNY. Now this again!! Sigh. I just hope pple who knocked into someone's car, pls leave a msg. Its ethical to do that.
