World Bank Senior Communications Officer (South Asia) Elena Karaban told TNIE, “Earlier this week, the Government of India has withdrawn its request to the World Bank for financing the proposed Amaravati Sustainable Infrastructure and Institutional Development Project. The World Bank’s Board of Executive Directors has been informed that the proposed project is no longer under preparation following the government’s decision.” The World Bank representative did not reveal if the Indian government cited any reason for withdrawing the loan request. The lending agency generally accepts the decision of the member state if the latter wants to withdraw loan application for a project. The Department of Economic Affairs (DEA), Ministry of Finance, deals with projects related to World Bank financing. The World Bank’s decision has come as a shocker to the Andhra Pradesh Capital Region Development Authority (APCRDA), which hasn’t received any communication from the DEA. Sources said officials from the authority had a meeting with World Bank representatives just a few days ago, but nothing was informed even then. For the record, the previous TDP regime, in 2016, through the Centre, sought a loan of $500 mn to construct Amaravati under Externally Aided Project (EAP) programme. However, the application was put on hold following letters from a few farmers in the capital region in May, 2017, who alleged widespread irregularities in land procurement. The World Bank reportedly wanted to dig deeper and the same was communicated to the State government earlier this year. With the change of guard, the State officials, through the DEA, reportedly sought time to consider the lending agency’s request. However, the Centre, it is learnt, wasn’t keen on a probe by an international agency, prompting it to withdraw its loan request. For processing the loan, the World Bank needs a sovereign guarantee from the Centre. The World Bank pulling out of the deal triggered a blame game between the YSRC and the Opposition TDP. While TDP supremo N Chandrababu Naidu, under whose leadership the loan was sought, held the YSRC government responsible for the World Bank backing out of the commitment, the ruling party leaders claimed that ‘irregularities’ committed during the TDP’s rule were the reason. Speaking to a news channel, YSRC MP and the State’s Special Representative in New Delhi V Vijayasai Reddy said the World Bank wanted to send a team to investigate complaints by farmers from Amaravati alleging irregularities in land procurement. He was quoted as saying that if a probe was needed, the State government would conduct it and that the State government was against probe by a foreign agency. From his remarks, it appears that both the Centre and the Jagan government are on the same page. Nonetheless, the Centre hasn’t cleared the air yet. TDP chief Chandrababu Naidu, in an informal chat with reporters in the Assembly lobby on Friday, remarked, “Who instigated the farmers to complain? Wasn’t it YSRC? The present government is responsible for the bank backing out.” The TDP also moved an adjournment motion for a debate on Amaravati in the Assembly, but the Speaker rejected it. YSRC Chief Whip G Srikanth Reddy quickly hit back at Naidu saying that the TDP was carrying on a false propaganda. “The TDP committed atrocities and irregularities in the name of land pooling. This prompted the farmers to write letter to the World Bank. The same has been confirmed by the Working Group on International Financial Institutions as well,” he said at the Assembly’s media point.
  2. Was troubleshooting a car for online test and it was supposed to be an EGR only fault. However after replacing EGR it was unable to start. I checked battery, had it jumpstarted in case of low voltage, checked fuel pump,ignition coil, almost every part of the engine. Spark plug was clean and there was no function to test if it was okay or dtc like engine misfire. All was ok. But car still unable to start. So i failed. Only when time elapsed and teacher finish the test did i see spark plug fouled. Which was kinda strange as there was no dtc relating to cylinder misfire Can't be so fast fouled up? Really sian especially as it was just an EGR fault and i replaced the correct component but i missed out on something important.

  5. Just replaced my rear brake pad and noticed that it "bite" more and car is more reluctant to move . E.g have to step on accelerator before the car will move while previously it will slowly move ... Likewise it will slow down faster than previous. Also the brake disc , rim and tyre are now much hotter compare to the front . I know that it will take a while before the brake pad is "seasoned" but should I be concerned as the high temperature may affect the brake hose etc.... Is this normal or I should go back to see if something can be done.

  8. I thought that I have been reading more about cars burning down on the roads. Indeed, earlier reports say that 106 cars caught fire in 2013, up from 100 in 2012. Meanwhile, 9 more motorcycles caught fire last year, as the number of cases rose by close to 40 per cent, to 32 cases last year.   11. Personally, I feel that some netizens, in their support for the opposition, are actually doing more harm to the opposition cause. The opposition politicians generally try to portray a better front and it is sometimes destroyed by their supporters, or to be fair, people who claim to be their supporters. An example is Chee Soon Juan. Personally, I dun like him because of what he did to Chiam See Tong but I would vote for him and his party in any elections against the PAP as I believe in the opposition cause. From what I have read about him so far, in tremeritus (not MSM), he seems to have mellowed down and changed for the better. Yet, his supporters do more harm to his name and the opposition cause by praising him (not wrong) AND denigrating workers party as well, to the extent that voting for workers party is akin to voting for PAP. This harms Dr Chee's image and also pull the fence sitters away from workers party. This only benefits PAP. If you look carefully, NONE of the other opposition polticians do anything to hurt the opposition cause from their words but the comments from their supporters causes damage. Netizens (some) also have a tendency not to look objectively at situations and turn anything into bashing PAP which will do nothing to convert the fence sitters. Moles exist. Some "supporters" are moles actually who try to destroy the opposition. Politics is dirty. I hope no true supporter inadvertently causes more harm.

  14. Hi guys, Found my car with few dents on the roof and a broken tree branch. Must be due to the storm in early morning. 1 major dent is at the area where the front passenger door and the roof meets. 5cm x 5cm area dented in. Other major dent is a shallow dent of radius 10cm x 10cm above driver roof area. Then few other small dents. No paint chips, just some marring. How much do u think repair will cost?

  16. Apparently the engine fuel injection may have over exceed the fuel volume injected but fail to cut out resulting in engine over run . The out of balance rotating force may have caused one of the con-rod to crash against the engine block crankcase.

Last nite due to SMRT's fiasco at Bishan, i rushed from home to fetch my QUEEN from Centre Point... it took me 15mins to reach there, but more than one hour to reach home, why? big jam on CTE from town to amk.... I feel most e-way accidents happened due to cars hitting the one in front because they dont maintain a safe gap from the front car. In fact, I would even say more than 80% e-way accidents happen this way. Therefore my point is: If every driver keeps a safe distance, we will see much less accidents on our e-ways.... mind you, most jams caused by accidents waste at least an hour of everyone elses' time..... that's a lot of time which could otherwise be spent on doing something else instead of being stuck there and got nowhere else to go. I cant really think of any other causes, can you?

However, a recent report from Israel suggests that jellyfish can cause a nuclear power plant shutdown as well. Recently, the Orot Rabin nuclear power plant in Hadera, Israel, faced a similar threat when a swarm of jellyfish blocked the plant's water supply which is used as a coolant. In Scotland, reactors at Torness power station, operated by EDF, had to be shutdown as the seawater used as coolant was inundated with jellyfish. The reactors were closed as precautionary measure due to "high volumes of the high volumes of jelly fish fouling the cooling water screens", an EDF spokesman said. Scientists have ascribed the sudden rise in jellyfish population to an increase in acidity in oceans.   19. My ride is black and every now and then I spotted new mysterious fine scratches appearing on the body. I am quite sure they are not done by vandals as the scratches are really very light like from a cat's claw,but I don't think there are any cats roaming inside my condo estate. Anyone got the same problem? Could it be my car washing method? Each time I make sure I spray off debris and dust before washing with microfiber wash mitt and drying it with microfiber towel.
  20. Hi Not sure if it's due to engine oil, but just changed engine oil not long and FC gotten worse (from average 10km/l to 7km/l) for the past few tanks. The specs of the engine oil is the same (5w40) but this time tried a different brand compared to last few changes. The other change I can remember is topping up petrol in another branch (but still SPC) for the past few topups. The rest I can think of remains more or less constant: same daily route, same no. of passengers, tire pressure no change, car the same status (no new mods, drive the same, no codes/errors). Anything else?
  21. today slight free, have been wanted to find out, what actually causes the brake light bulb to burn?... both side especially.... and some of these cars are soooo new.... notice quite frequently and these are justt a few i manage to capture recently.... why doesn't these people know their brake light gone?... maybe due to my place, some parking lot has wall at back, so, when reverse parking in, sure will notice the brake light still working obviously but i also always check my brake light, especially at nite, just take note of the reflection of red light will do...... .... but in saying that, i've been driving for ~7yrs and never even once, not a single bulb i change before,,, pehaps im lucky.... just curious.. what actually cause both side to burn at the same time?.. ..umm..
  22. Time, 1000hrs @ 27th Aug. Location, East Coast Road - Outside 7/11 just before East Coast Mobil. Incident: 1 Lorry (Lorry MotherF**ker) illegal parked outside 7/11 with hazard lights on. Car driving on the middle of lanes (As there are legal parking and illegally parking along the road), want to turn into small road with signal on, lorry move with hazard lights on and car avoid by braking (not ebraking) and rear lorry (kind hearted & honest) hit car. Damages: broken rear windscreen, tail lights, slight damage to bumper to car. Lorry: No damage as it hit the car with using the mirrors. Afterwards, Lorry MotherF**ker drove off immediately. Both car & kind hearted lorry driver exchange details and offer to pay for the damage cause. Car accepted his proposal, took cash and have no car to drive this 4 days as car in WS. This incident tells me that some are good, most are bad. On the way to pick up friend, at WS area, drive quite slow (30km/hr), behind me a P-Plate Commerical Van driver turn on High Beam at me. I drove even slower after he on the highbeam. Anyone been to Bukit Merah WS knows that the safe travelling speed is like 30km/hr and why this P-Plate wanna turn on highbeam at me in such a small road??? Haiz.... Driving Is Like War!!!!
