On the specs, consumption should be 9.1l/100km for urban drive which means almost 11km/l. The specs for Altis are the same, but altis got better FC. Does it means that we are being cheated by SA? User guide one is theoritical data, can't trust. Do remember Optra is heavy than altis, and latter good at FC. So i think above 11 is acceptable.
