Rpm and accelerator depressing issue

A qn from a friend of mine.

When depressing the accelerator (from 1K-2Krpm), there is a sound from underneath the car that sounded like something's choking? Anything above 2Krpm is ok.

What could be the cause.

 

Car : Hyundai Accent.

One way the CAT can be damaged is : Step accelerator to higher rpm and then slit-second turn-off the engine.This method was used on older cars without CAT for easier starting in the morning.

Modern cars hv stopped this method more than ten cars ago as unburned fuel in the CAT will damage it.

Has anyone heard of a new product called spring booster? From what I learnt from another forum, it looks like a little plastic box that is inserted between the accelerator
