Yes I think it will flap but how much it does depends on how far down it projects. I have mine just 3 inches above the ground. I think it will help if you convex the flap (looking from the front) to give it more rigidity and round the ends so as to reduce turbulence induced flapping. I do not recommend using double sided tape casue it does not stock well to plastic. So it might drop off. Using metal may also be a problem cause if you go over humps or park at them concrete kerbs... you migh potentially bend the metal and it might rub against the tyre. Know so cause I tried so...
