The thing is, how fast is considered "immediate"? If your passenger is slow in boarding/alighting (e.g. disabled) then what is it considered?

this type of cameras got buffer one, as long u don't stay for long nothing will happen. Most likely the person stopped for at least 3-4mins

as long as the boarding/alighting is in progress, the total time doesn't really matter. The cameras can see if you're just parked there doing nothing (no passengers boarding/alighting). Most people should be done in 5 mins max.

5min? That can do a big one in thr toilet already. 

30 seconds should be the max allowed if not 20.

No la, I'm referring to cases where the passenger is wheelchair bound or has difficulty walking. Can take up quite a bit of time.
