If car dealers are bidding, of course must secure COE to lock in the sales number.

Historically this always happens when one category drops by quite a bit. Next round likely to soften again as some of the future demand has been brought forward. 

Long term likely to trend down with an increased supply, if one can wait. 

But human behaviour is often instant gratification, at least for those who can afford and have choices.
