 it is getting more common these days, i suspect these people might be selective, when they see that there are no cameras, they will simply drive through even when  the traffic lights are red

TP only can provide if they caught them in the act, e.g red light camera or caught on the spot or if some one submitted an offending video-> This one still questionable if TP will issue a fine.
