When the soil is so dry, it at most can support some grass or adapted trees. There's no significant agriculture near desert areas. Its not just the lack of water. The soil is too dry/hard for the plant roots to develop. Also the temperature extremes. The nights are too cold at certain times of the year for most plants/ vegetables to thrive.
