Ya if it's outside in public then sure can take photo. They cannot stop you. I remember seeing last time the helicopter crash in Woodlands near Sembawang Air Base.

But this case it crash within the military compound so definitely no photos.

The don't really crash.. it managed to land on the open field under pilot control when malfunction.

Grey area here. 

Remember one Apache Helicopter made an emergency landing at an open field in Woodland housing area after having problem with the engine many years back. 

Many residents took photos of the helicopter and posted.
