If the offender is DUI, the insurance should still pay out as per norm.

After all the compensation is done, the insurnance can go sue the offender to claw back whatever they paid. If offender no money, sue the family until someone coughs up the money.

I am wondering what makes him go cut the merc and then cheong until like this. Mental or what, this guy shall have to be punished and punished severely no matter what kind of excuse he can have in court. Even if medical excuse also have to punish.

I'm guessing, 2yrs in jail, fined and license revoke.
