I suggest this: you wash how much you pay how much over and on top of the confiscated properties, goods and cash. 

Eg. If you are directly involved to wash a total of 100million, we will confiscated whatever that we can get our hands on, we jail you 2yrs and slap you a fine of another 100million. For every 10mil you cannot cough up, we jail u another 2 yrs. 

Fairer?

For every $1mil or oart there of, in fine offender cant pay is 1yr jail.

if offender can pay, it means he has more stashed away, so reopen and dig again and fine again.

that is only because the Cambodian authorities did not get their fair share of the "loot" that our ah gong got....but no worries...nothing that a package of paper-like material sent to the Cambodian minister of law will not solve.

any crimes committed in cambodia? even if yes, probably can be taken care of with connection$.
