Not sure about this case but yesterday I was on traffic light on north bridge road and could see St. Andrews' Cathedral.
Two guys were literally standing on road [at the red spot I highlighted] while lorry was taking u-turn to enter the Cathedral and almost ran over his feet, road is meant for vehicle and not for people to stand as they don't want to be on footpath.
Of-course after accident they will say they were standing behind

There're a number of YouTube clips telling people how SG is a safe city, and how safe it is for pedestrians crossing the road. These may be tourists experiencing the strange calmness when stepping onto the tarmac in SG......until a King Kong comes along.   😁
