Pay or provide transportation for people to attend your rally, give benefits to your supporters that help you do your work. Award to people you know or have close association without competitive quotes. All these simple things are bribery. Definition can be very wide. Close eyes or open only.

Does the defendant, Wang Huate come from a good family or is his action likely affected by a brain tumour? 

In exchange, he becomes a witness for corruption case against police.

That's my guess.
