Id be worried if police can just say you slashed someone and no medical proof of injury caused. 

Maybe depending on the charge?  But if no medical report the charge cannot consist of injury to bystander.  

And maybe injuries are documented by paramedics, just that patient is not treated in hospital?

I believe paramedics have to write a report.  This report can be used in court.

In court, the judge study the case as "injuries" was cause to victim.

How, When, What & Who causes it is for police IO and Prosecutor to present it in court.

Misuse of drug has been on the rise since COVID.

He was charged with possession of dangerous weapon, and not causing hurt. So just him with the knife enough to charge him liao. Some more already got video evidence of what he did. Hard to escape.
