The Speaker asked, "Do these amendments have the recommendation of the President?"

Ms Indranee stood and spoke into the microphone, "No, Sir."

However, after Mr Perera sought clarification as to when the President was consulted for her recommendations, Ms Indranee then revealed that the matter was not put forth to the President due to the alleged short time available and that the government assessed that the amendments had no merit.

Ms Indranee also noted that the constitution allows the government to make the decision nevertheless.

She said: “And this is perfectly in order as the constitutional requirement for the President’s recommendation to be sought for amendments with financial implications is a procedure that safeguards the Government’s financial initiative.
