Guessing (again) that it may be because the next few letters F and G are used in Singapore for motorcycles and goods vehicles, then H, J, K are used by Malaysia for taxis, Johor and Kedah vehicles respectively, it may be possible to do L but then it will finish in a run of 24 cycles from LA to LZ (excluding LI and LO since I and O are never used in any series), and after this, M, N, P are unavailable as they are used in Malaysia for Melaka, Negri Sembilan and Penang vehicles .. Q is used in Singapore for company cars and R is used in Malaysia for Perlis vehicles .. then we are back to S .. would also look like we are jumping all over the place using only what is "leftover" .. whereas restarting with S but with 3 letters instead of 2 would give a longer run - SBA started in 1984 and now after 40 years the series is still running.
