I still dont understand how does Sabah plate end up here or even Malaysia mainland. Shouldn't vehicles be registered at their place of purchase?

If you are buying a car in KL, how can they assign a Sabah plate to you?

Why not?
Nowadays, Msian can buy whichever state plate except Langkawi, Labuan and Sarawak

You mean only just the sale of the number plate right? Like secondary market. Buying a Sabah plate from a carplate website and put it on any car. 

I am assuming it is not possible to register a new car with a plate from another state. Doesn't make sense.
