They could be overtaking at 70km/h, because 1 bugger is driving 65 on lane 2..

Like I said, clear cut law for these vehicles to be banned on lane 1.

While there are reckless cyclists, there are reckless drivers as well.  Ride safely.

No need for such system. 

From that video it looks that the merc driver momentarily wanted to brake but then decided to sped through. Might be he thought that he could sped through unscathed, trying his luck.
