Explosives get unstable after some time. Under peacetime conditions, anmmo intended for wartime will be cycled out from stockpiles to be used as training live fire ammo to be replaced by newly manufactured ammunition. Sometimes batches that suffer chamber explosion will be disposed early. How many more years they think they want to squeeze out of it.
