Insurance is not required.

Pre-Departure ART or PCR test is required.

so they will just say they also have VEP

We waived VEP for Malaysian-registered vehicles stuck here for two years. Also zero enforcement when they parked overnight in our car parks. And Malaysia makes a big deal of the 1-week waiver.
