You realise getting the money and expertise for nukes is not like hitting a "post" button on your browser

And running a nuclear power station is far cry from Nuclear armament program 

Iran couldn't do it

NK only got it through massive allocation of state resources.

India and Pakistan had scientists from Manhattan and UK's nuclear program

Only because the super powers who discourage other countries from having nuclear weapons, and made pacts to reduce nuclear arsenal are doing a lousy job at it. One who invaded another country justify why small nation should have nuclear weapon. And another is not honoring the security guarantee tied to giving up the nuclear weapon until he sees the money.

Kim can easily be one of them.

Newly independent Ukraine was facing severe resource shortage and the nuclear weapons needed lots to maintain, something they can ill afford.

The problem was having internal politics meddled with by distant ‘friends’ who just want to antagonise and wear down a bigger neighbour
