Ok here is what I think about Dempsey.

Shared resources and security easement. Fat man and thin boy are high value and require protection, easier because sec detail short of talent. Then it makes very clear two sense that Fat Man and Thin boy should not be together. Difficult to explain but this is my benefit of the doubt.

Ban Smoking...less and less freedom.

Should just dump the ban and make it psychologically socially super unacceptable and verifiably stupid to begin smoking.
