That's a good question really. 
Let's complicate the matter with new information I saw on Wiki.

Author - Lyrics and Music - Hugh Harrison   ( Commissioned by Ministry of Community,  now MCYS )
Copyright Owner(s)  - MCI and National Act Council

By default, when the song ( lyrics and music ) was created,  the copyright ownership belongs to the Hugh Harrison.
However,  if it is a commissioned work,  the copyright ownership CAN belong to Ministry of Community (now MCYS).
It depends on how the terms of the commissioned work and also the IP Law in 1986. 
I am not certain how Ministry of Information, Communications and Arts and the NAC comes into the picture.
Perhaps,  the copyright ownership was assigned to them - if it is even possible.

To answer your question,   I would say,  MCYS is the copyright owner thru commissioned work. 
The norm is for the copyright owner to purse the matter as it is of the best interest. 
Why Hugh Harrison is pursing the matter now and MICA/NAC not pursing the matter now,  I don't know how to answer.

He did not claim ownership coz he 'sold' the copyrights to Pauline India. What he claims is his 'we can achieve' came first, before ours.
