Actually, only what is overtly stated to be illegal is illegal. The rest is a grey area. 

On the LTA website, nitrous is explicitly illegalised. Other injection systems are not.

There are car workshops in Singapore that can increase your capacity, install aftermarket turbochargers in a factory N/A car, sell and install catless racing exhausts and put in nitrous systems.

All of which are highly illegal mods.

Water/meth injection wouldn't even raise eyebrows.

The car insurer, has, has, HAS to pay for the building property damage. In full. Even if the guy had good fire insurance, I don't see why the property insurance guys need to be on the hook for this. If after they pay out, the car insurers want to sue the decedent's estate to recover some money, why not? But they should pay out first. 

There has to be some semblance of justice remaining in this country.

Insurer will find way to reject the claim.

I’d say you’re right. It’s not an offence to sell these kits “for competition use” or whatnot. 
 

The workshop that allegedly performed repairs to his car, however, may need to be worried if the crash is partly or wholly attributed to their repair failing.

If I were them I’d be checking my liability insurance now.
