Have to agree to a certain extent. On one hand, we need locals to carry on the trade else the usual hawker fare we've taken for granted will simply disappear in 1 generation's time. I can understand the need to promote hawker as a viable trade. This is coming from a way of life point of view, and it's something unique to SG. But, glamour dressing it as something fancy and full of future potential is just dumb and making a false impression. Being a hawker, whether successful or not, is back breaking tough work. You certainly don't need simi stupid cert or diploma to cook authentic hawker fare. As you had point it out rightly, academic qualifications simply count for nothing. The way I see it is the same as you. UNESCO heritage, thus see a sudden need to glamourised, preserve and promote being a hawker. The fact is that the best and most authentic hawker fare are born from the streets, not from some culinary school or institutions. It doesn't mean that if one graduate with a hawkerpreneurship diploma, the market will simply accept his bak chor mee at $10 a bowl, instead of the usual $4. Then on the other hand, we have the G getting in private organisations such as Timbre, NTUC, Koufu, Kopitiam, Fei Siong to run hawker centres thinly disguised as social enterprises. Pay rent per stall at $4k to these organisations vs $2k from NEA. Still thinking that locals will take it up hook, line and sinker? Get real man. No, the key is, you got to either have little choice, or burn your bridges - e.g. drop out of school, no cert or paper qualification for other job - so there's no temptation to turn back from difficulties.
