It's IDA initiative, every telco will have the option to disable incoming international calls and SMS. It does not filter specifically for spam or scam. It just blocks everything. I didn't pay attention then; and did OTA upgrade and found it was upgraded to 1.2.0. That's when the problem starts. If you use deco app, you might find it offer an upgrade. Check what version, it will upgraded to. I think also better to disable auto update. It's like "No problem, try to find problem" ? Your download speed is very good.
