Since they were given tidy sums of money for tuition fee and allowance, they should also be bonded to do sai kang right, esp during times like this. Think it make a lot of sense to preserve jobs that the locals (have more commitment) are already in instead of freeing it for young talented foreigners who do not have as much bills to pay (and they can seek help from their own government while locals have no other government to go to). Under normal circumstances, some people will be happy to be freed from bond but not many jobs around the globe and people want to serve out their bonds.
