I have consolidated all discussions about RCEP into this new thread, as it shall become one hot topic in time to come, given that Singapore is not only opening it doors to India under CECA, but another 14 countries in the region under RCEP.

The Regional Comprehensive Economic Partnership (RCEP) is a proposed free trade agreement (FTA) between the ten member states of the Association of Southeast Asian Nations (ASEAN) and another 5 FTA partners. The trade pact shall include the following countries for now (India decided to opt out of the pact as of Nov 2019):

  • Australia
  • Brunei Darussalam
  • Cambodia
  • China
  • Indonesia
  • Japan
  • Laos
  • Malaysia
  • Myanmar
  • New Zealand
  • Philippines
  • Singapore
  • South Korea
  • Thailand
  • Vietnam

Cheaper imported items, continued economic growth, or more cheap foreign labors and "talents" to fight with Singaporean for jobs? You decide...[gossip]

Wah. Then we can freely migrate to Australia and New Zealand?

This is so cool

5% of Indian civil servants come to work after 11 am.

And what does coming after 11 am mean?

They came to work at 3 pm?

This is after they started tracking? Before when there was no tracking, no need to even come to work?

If only we use the same system.

I know the japanese bank uses the same clocking in clocking out, mechanism.

Even some company uses "secure" tap in tap out" so that your lunch hour is kept within the time frame.

We should be moving towards a more flexible system.... not this.

Plus the fact that their qualifications though "legit" in eyes of MOM, comes from hundreds if not thousands of dubious education centres around India.

How MOM does the background check? Call up the number provided on website and if there is another person to verify the "authencity" of the cert means it is legit? Lol... Anyone can just plonk in a 24hr mobile line with a laptop for an hourly rated employee just to standby for these so-called verifications calls.

Fact of the matter is, anecdotal evidence from friends working in sectors with huge number of such 'FT" IT support departments, their performance are less than stellar and work output mediocre. Why does MOM make it seem like only CECA sourced It "expert" can Google for IT solution and take breakfast, smoking, brunch, lunch, smoking, tea, smoking breaks the whole day?

Frankly I think the onus should be on the company to weed out such employees. We should move pass qualifications and look at competency. If a company is willing to waste money employing a loser then let them waste their money. They will soon go bankrupt.

BTW, if these employees are less than stellar, how come they are still there and haven't been fired? Singapore PMETs need to step up our game if we can't even compete with such clowns then we deserve to be gone. Born in SG doesn't mean we deserve a silver spoon. Don't be lazy - worker harder and we will succeed.

Truth stranger than fictions sometimes.

but at least there is true

When workers' woes hit home for Ng Chee Meng

PHOTOS: NTUC deputy secretary-general Ng Chee Meng is expected to take over as labour chief. The Straits Times speaks to him about his plans for the labour movement. | Mr Ng Chee Meng, who was appointed NTUC deputy secretary- general in the recent Cabinet reshuffle, is slated to take over from Mr Chan Chun Sing as labour chief. He has already met union leaders in the aviation, transport and taxi industries as part of his previous transport portfolio. | Mr Ng Chee Meng (in orange) having a photo taken with participants during this year’s May Day Rally at D’Marquee. | Mr Ng (in red top)joining members of the National Taxi Association for lo hei during a visit to Changi Airport on Feb 16, the first day of Chinese New Year.

Singapore recently saw a major Cabinet reshuffle, during which fourth-generation ministers stepped up to take on key positions. These younger leaders will also feature prominently in the new Parliament session which opened on Monday. In the fifth and last of a series of interviews, The Straits Times speaks to incoming labour chief Ng Chee Meng. Brother's struggle to re-enter job market has made him keenly aware of challenges PMETs face after being laid off

As the incoming labour chief, it is Mr Ng Chee Meng's task to improve the lot of workers, especially those who lose their jobs.

One of them is someone at home.

His older brother, 57, a senior bank executive, was retrenched two years ago and has tried multiple times since to re-enter the job market, with no success.

At a job interview, he was even penalised for saying he did not expect the company to match his last-drawn pay. The recruiter took it as a sign that he was looking to coast in the role and cut short the interview.

Recounting his brother's experience, Mr Ng says of the challenges that professionals, managers and executives face when they are laid off in middle age: "The Government has put in good measures, but the ground reality is still tough. The first step is to get employed."

Moving ahead, more needs to be done to encourage workers and employers to be more flexible when looking for jobs and when hiring, he adds. This is on top of programmes already in place to help workers upskill and retool.

Having received the Singapore Armed Forces Overseas Training Award after his A levels, job insecurity was probably not something Mr Ng himself ever had to reckon with.

He returned from his studies at the United States Air Force Academy in 1992 with a job waiting for him in the Republic of Singapore Air Force, and rose through its ranks to become Chief of Defence Force (CDF) before leaving in 2015 to join politics. Right after the general election, he was appointed Acting Minister for Education (Schools) and Senior Minister of State for Transport, and one year later, he became a full minister.

But the challenges that workers face have a particular resonance with him, he says in an interview with The Straits Times.

Besides his brother's experience, Mr Ng also felt first-hand the apprehension of a family when a breadwinner loses his job.

In the 1970s, his father was laid off as a manager at a textile factory when the industry moved out of Singapore. With seven mouths to feed, including five growing boys, times were tough, Mr Ng recalls.

This must be a sad joke because everyone knows that these 3 brothers are all ex-generals and everyone also knows that these generals have cushy civil servant jobs waiting for them after they leave the service. Are we stupid enough to believe that his older brother (Ng Chee Khern isn't it?) was retenched and couldn't find a job for 2 whole years?

BTW, where is Ng Chee Khern now?  Surely not a perm sec in PMO's office and also the chairman of govtech? Fake news on wikipedia.

I agree with your assessment, only if the MNC did not already enjoy the tax benefit of setting up shop here in the first place.

Your idea that companies will follow the survivor of the fittest and the leanest do not apply to MNCs who have fat profits from various revenue source. Those cost centres are easily written off as part of the local manpower hiring conditions.

This condition further muddied by existing FTs in their hiring structure such that the best and most qualified applicant may not get the job just because he/she is not from the same village.

Do not accuse your own countrymen for not stepping up the game when lousy  policies are stacked against them.

Contrary to popular beliefs, India is no longer the IT power house. They intact outsourced call center from India to Philippines because of time zone and cost considerations.

with blue prism aka botchat n AI, the changing landscape for the IT savvy company is to seek Philippines instead of India.

even for Cloud and software development is starting to see a huge take up rate.

and hence the growing unemployment in IT India is going up and so is the cost of doing business.

you may argue that the cost seems to be similar but the quality as well as the outsourced of an outsourced of an outsourced can drive u crazy because of accountability issues.

you sign a contract in Singapore for an India IT firm who outsourced to Philippines. when you need tier 1 support? Siao Liao

how many of you here has fast lease circuit problems where the road digging or unauthorised building  / construction has created a system failure?

even today, only place in India where you build data center, you are require to place rat trap in the ceiling and underneath flooring where your data cables resides.

You know you can tell the outsourcing company how you want the work done when you are the client? You can even request they hire people in Singapore (can also specify singaporeans) and do it in Singapore if you are willing to pay.

Isn't that the same accusation from PMETs when blue collared singaporeans complain about being flooded with cheap labor? General response from this forum (and the nation in general) has been to call the lesser educated lazy for wanting a handout and to ask them to get retrained.

What's good for the goose is good for the gander.

No point work harder nowadays.

Work smarter is more approprate.

Yes after tracking.

And yes during the cricket season a lot of civil servants went to see the matches and never bothered going to work.

I think there are stories of people that never went to work for years and still got paid.

With this kind of attitude how to compete with FTA?

That's why Modi cannot sign the FTA.
