For most bread and butter cars, yes. When they don't say anything, it means inclusive of COE.

 

For high end sports and supercars then the answer may be 'no'. They will say "w/o COE".

 

Examples:

Those are AD cars - because exclusive high end ADs often quote without COE.

 

For equivalent PI cars, they may still include COE.

to add on ... there is also itchy backside cost like Modding cost (performance mod or aesthetic mod) , detailing cost.... add stickers...remove dings & dents cost, remove scratches cost.

Because to those Super Rich Buyers...what is COE to them.? Maybe a single Option costed more than the COE.

Guess they have stopped. Check out their pricing history and you can see it. Between June to Aug they were advertising without COE prices.

Alot of their prices are not real; 

Even though stated "Guaranteed with No Top Ups", can definitely state from experience that it's not true for at least 50% of the listings there. 

Even on the phone will say that it's Guaranteed COE, but once go down totally different story already..

Some models are quoted without COE and they will clearly state it.
