Definitely! It is applicable. But during winter in Hokkaido, they will stop the car rental services due to bad weather. 

The almost new car rental is it applicable in Hokkaido?

If there is MCF event there, the security guards will aware and may be have to register with nric to walk in.

 

Just park your car at those office buildings at Tg Pagar mrt, take a train to city hall will solve a lot of unsure road closure issues.

It's worth it. The last time I attended one that organised by MCF at Toyota-Leng Kee also by FMJ for Self Drive Hokkaido Tour in 2017 and know what, I visited Hokkaido twice (2018 - June & 2019 - May).

Was at Raffles City just now. Went recce and found out that they allow entry to SRC. So can park at Raffles City if you're driving or take MRT to City Hall.

I also suggest mrt. Parked at Raffles City last week and there was jam at the exit because only can exit from Stamford Rd and the ndp unnecessarily closed all lanes except for one lane, so go figure.

Petrol expensive... so take train for a change.

I think the closure won't affect much.  Just take a train and walk over from City Hall.
