Harsher punishment for people who abuse these workers in higher assault/battery risk jobs. Even many simple locals feel the same way like in many past incidents: many foreigners got away with minimal sentences while locals seem to bear the heavier sentences for similar offences. Like all human nature, you give an inches they take for granted and demand a yard. So with this constant examples showing up in our newspaper with regards to the perception of inequality in sentencing, the foreigners get more and more daring. There are many causes but one I see is Singaporeans are generally brainwashed to be ball-less, they can't and won't even defend themselves in times of trouble, worse when others come to help they sabo and backstab them judging them will higher standards.
