Assuming audit is performed on all the national entities as it should be, then the total reserves should just be an excel summation exercise, or calculator pressing exercise in the good old days. "52 man-years" were really an insult to OTC and the people he was doing a job for. Any complex valuation of private entities, land, etc, would have been verified by the external auditors as part of their jobs in the year they sign off their accounts.
