Consolidation of useless modification (Performance parts)

I am curious, why would a volt stabilizer be considered to be useless? I am assuming volt stabilizers are also referring to ultra capacitors as well.

My experience with ultra capacitors is rather positive. The car generally become more responsive when accelerating.
