It is the soup base,which is mainly the bones and some even add veggies. The really fresh batang seldom get to the local fishmonger from what I feel. I believe they deep fry the fish skeletons in the early morning then boil it down for several hours. At least thats how its supposed to be done. The batang we get from even wet market are hardly fresh (already deep chilled or even frozen), so the texture and taste is as good as the one we had in the old days (where many are fresh from sea). I couldn't figure out how they get that taste until i watched that episode. Think it's a Tuesday report on amoy street hawker center. i generally don't like to fry anything in my house. Cos no maid to clean up Must be deep fried, and with big wok or hot oil.
