I was overlooking Sinuiju, NK from Dandong, China. Daytime, no activily. Nightime, dark dark. Whereby all the shops in Dandong was brightly lit. They have a population that is largely accepting of their fate, and those in power rule with an iron fist... Unless something totally shocking happens, they might just hang around for ever...
