Here's what cmcex (thanks!!) posted earlier. 
 
 

You will need a car to transfer together.
 
Example 1:
SBC 1234 Z is on a car with finance obligation. Carplate is sold to a buyer.
A: Owner of SBC 1234 Z has to retain the number and assign it to a neutral car then transfer the neutral car to the buyer of the carplate and Buyer has to retain it to his name.
 
Cost:
A: Seller retain 1234 ($1300), assign is FREE, Buyer retain 1234 ($1300)
*whatever cost involved for the neutral vehicle
 
Example 2:
SBC 1234 Z is on a car without obligation. Carplate is sold to a buyer.
A: Owner of SBC 1234 Z has to retain the number and assign it to a neutral car then transfer the neutral car to the buyer of the carplate and Buyer has to retain it to his name
B: Owner of SBC 1234 Z will transfer the car to the buyer and the buyer retain the carplate and transfer the car back to the seller. (This will result in extra 2 transfer count)
 
Cost:
A: Seller retain 1234 ($1300), assign is FREE, Buyer retain 1234 ($1300)
*whatever cost involved for the neutral vehicle
B: Seller transfer the whole car to buyer and Buyer retain 1234 ($1300) and transfer the car back.
But increase in seller vehicle transfer count.
 
Example 3:
Seller has a recently bidded number 8888 but yet to assign to a vehicle but sold the carplate.
A: Seller will need to assign the carplate to a neutral vehicle and transfer to the buyer and buyer has to retain.
 
Cost:
A: Seller assign 8888 ($321) to a neutral vehicle, transfer to Buyer and buyer retain 8888 ($1300)
*whatever cost involved for the neutral vehicle
