I know some very old land rovers has the WAxxxx plate. But I thought that scheme was discontinued? I read further a PDF document from LTA's website. Realized that this guy registered his Land Rover as an "engineering plant". As a result, it's exempt from both COE and ARF. These must pay same tax as normal goods vehicle (WA plate is recovery vehicle, same taxes as G plate, according to the LTA document). I still see it those "engineering plants". Go to defu lane. Some shops selling used big pipes. It looks more like a crane on tracks. Only move forwards and backwards hoisting the pipes around. Doesn't ply on the roads so it make sense it's exempted from all the taxes. Aiya, forklifts are also exempted from these taxes. Same goes for season parking and whatever operating costs a normal car owner has to pay. The waiver of COE and ARF also means the car cannot be transferred or sold in open market without prior approval. Can't be used for commercial purposes as well, think pte hire. Nor can it be driven by any other person.
