As per LTA, LGV must be owner under a business or hawker license. https://www.lta.gov.sg/content/ltaweb/en/roads-and-motoring/owning-a-vehicle/registering-your-vehicle/registration-of-goods-vehicles.html Whereas GPV can be owned personally (but same ARF as private car, and non-refundable). Whether the goods vehicle or gpv they can be registered under an individual or company or organisation. Goods only vehicles doesn't mean cannot carry passengers. Need the approved sticker of the max to carry and how correctly to seat the passengers and goods. GPV is different coz it has proper seats and seat belts. But rules wise it still follows under Goods vehicles. Another thing to note is that as long as the goods vehicle or gpv carry goods the speed limit is reduced to 60km/hr.
