What it means is that indirectly, SG will be viewed as safe country so anyone leaving from SG to any other country, the vigilance at the immigration, might not be as high as say, for someone going in via Syria or North Korea. Then if holding SG passport, lagi more relaxed... So got good chance some evil syndicate, might come to SG and coax Singaporeans to help them with illegal activities overseas, e.g. smuggling/trafficking... Of course, those who can look like Singaporeans, might also try to pull off stealing SG passports... If report lost, you get a new passport with new number. The old one with old number will probably be declared invalid. I'm sure ICA will have this in their database and hopefully they share with Interpol (or whatever international organisation) around the world.
